About this file

This is Bid Addendum 1 for RFP No. 99-JD26001 issued by Guilford Technical Community College (GTCC) in North Carolina for vocational training instruction in criminal justice and law enforcement. The amendment addresses vendor questions regarding course delivery options, curriculum development, instructor qualifications, and operational logistics. GTCC requires vendors to design and deliver ten specialized law enforcement courses from scratch, including Basic Crime Scene Investigations (24 hours), Death and Homicide Investigations (40 hours), First Line Supervisors School (40 hours), Hotel/Motel Interdiction (24 hours), Introduction to Financial Crimes (16 hours), Leadership on the Line (16 hours), Mentoring the Underperforming Employee (16 hours), Robbery Investigations (8 hours), Sexual Assault Investigations (16 hours), and Tactical Crime Control and Community Engagement (16 hours). All courses must be delivered in-person during consecutive 8-hour days to sworn law enforcement officers and cross-agency personnel with completed basic law enforcement training. Multiple qualified instructors are permitted, and non-sworn subject matter experts may co-teach specialized modules alongside lead sworn investigators. The contract represents an Indefinite Delivery, Indefinite Quantity blanket purchase order with an initial term of one year from execution or July 1, 2026, whichever is later, with options for two additional one-year renewal terms at GTCC's discretion. Proposals were due August 17, 2026 at 3:00 p.m. ET, with vendor questions due by August 3, 2026.

Vendors must provide all printed instructional materials and supplies per student at no additional cost, develop original course curricula and lesson plans, administer Level 2 evaluations to assess student success, and bear all travel and meal per diem expenses. GTCC will manage student registration, attendance, and completion records while providing classroom audio-visual equipment, suitable space for practical exercises, and certificates of completion. Vendors may request ownership retention of proprietary instructional design frameworks and content, subject to State review and written agreement prior to award; such information must be clearly marked "Proprietary" in proposals. GTCC provides a minimum of ten working days' notice before canceling under-enrolled sessions, and class minimums are set at eighteen students with class maximums to be jointly agreed upon based on subject matter. Pricing is submitted on a per-course basis, with GTCC estimating average enrollment of twenty-five students per course but providing no guarantee of minimum or maximum course offerings; GTCC compensates vendors only for services actually rendered. Vendors must possess current or former sworn investigator status with investigative background relevant to course topics and must conduct criminal background checks on all proposed employees at vendor expense.

ADDENDUM # 1

RFP NO. 99-JD26001

Commodity Code: 861000 Description: Vocational Training

Date: Tuesday, August 11, 2026

This addendum addresses the following:

RESPONSES TO VENDOR QUESTIONS:

Q

Vendor Name is able to provide both Instructional Design/Development and subsequent Delivery.

There are 3 possible options and we want to get clarification on GTCC's specific need:

Option 1) Does GTCC wish the Vendor to simply deliver existing materials; e.g. provide the necessary instructors for the program?

Option 2) Modify existing curricula of course content, AND deliver the training?

Option 3) Design from scratch and deliver the courses?

If option 2 above: Will GTCC provide the existing course curricula, lesson plans, instructor guides, student workbooks, presentations, exercises, and other instructional materials for the listed courses?

If option 3 above: Is the Vendor expected to include curriculum development costs in the per-course pricing OR can the Vendor include a separate cost line item in the proposal.

A Option 3. The course material would need to be developed by the provider as existing course materials are the property of the provider. As to the inclusion of the cost, that would be a question for Finance.

Q

Are the courses required to meet North Carolina Criminal Justice Education and Training Standards Commission requirements?

If YES, are there pre-written and approved instructional standards, or certification requirements that must be followed?

Is the Vendor expected to seek out these standards and certification requirements OR does GTCC have them already?

A No, these Courses are not Commission certified courses.

Q Section 1(b) states that deliverables become State property unless mutually agreed otherwise.

If our L&D team develops original, proprietary instructional design frameworks and content, will the State accept a proposal where the Vendor retains ownership and reuse the materials?

A

Section 1(b) provides that contract deliverables are State property unless otherwise agreed in writing prior to award or provided under an agreed Vendor license. Vendor-owned proprietary methodologies, frameworks, templates, and other technical or business information may remain Vendor property, with the State receiving a license to use such materials. Any request to retain ownership and reuse rights for instructional design content developed under the Contract should be clearly identified (marked “Proprietary”) in the proposal and would be subject to State review and agreement prior to award.

Q Does the State expect the submission of a detailed syllabus, storyboard, or "look-book" for a sample course within the Technical Approach, and will this be protected from public disclosure if marked "CONFIDENTIAL"?

OR does this need to be included in an ALTERNATE PROPOSAL to shield from PUBLIC RECORDS display?

A

RFP section 2.6 provides that, “If confidential and proprietary information is included in the proposal, also submit one

(1) signed, REDACTED copy of the proposal. Such information may include trade secrets defined by N.C. Gen. Stat. § 66-152 and other information exempted from the Public Records Act pursuant to N.C. Gen. Stat. §132- 1.2. Vendor may designate information, Products, Services or appropriate portions of its response as confidential, consistent with

2 | P a g e | XXX 99-JDYY### and to the extent permitted under the statutes and rules set forth above. By so redacting any page, or portion of a page, the Vendor warrants that it has formed a good faith opinion, having received such necessary or proper review by counsel and other knowledgeable advisors, that the portions determined to be confidential and proprietary and redacted as such, meet the requirements of the Rules and Statutes set forth above. However, under no circumstances shall price information be designated as confidential.”

Note – If GTCC receives only one (1) copy of a vendor’s bid submission that includes pages marked CONFIDENTIAL, it will not release those pages to the public. We do not require a second redacted submission, but it is helpful and appreciated for our internal recordkeeping.

Q May vendors propose multiple qualified instructors, or is GTCC seeking a single instructor for all courses?

A Multiple Qualified Instructors are allowed.

Q The RFP requires instructors to be "current, former, or retired sworn investigators". Can our L&D team utilize non-sworn subject matter experts (e.g., civilian forensic scientists, financial auditors, or SANE nurses) to co-teach highly specialized modules alongside a lead sworn investigator?

A Yes.

Q If a single course (total clock hours of 8, 16, 24, 40) is delivered in separate lectures/labs, will the Vendor be expected to deliver the same lectures in multiple scheduled offerings per semester, or are they offered once, and the student must attend it?

A These are single continuing education courses presented over either 1,2,3, or 5 days (eight-hour class days with an hour for lunch). Based on demand from partner agencies we may seek more than one offering per year.

Q GTCC has identified a minimum number of students (18) where the class/session will be cancelled.

Can the Vendor set a class maximum for the Class/Sessions?

A Class maximums may be jointly agreed upon based on subject matter.

Q Course durations are listed in total clock hours (e.g., 8, 16, 24, 40 hours). Does GTCC require these to be delivered in consecutive 8-hour days (e.g., a 40-hour course delivered Monday-Friday), or can the Vendor propose alternative, modular schedules (such as 4-hour sessions) in the Technical Approach?

A YES, they are to be delivered in-person in consecutive 8-hour days.

Q 2026 – 2027 fiscal year (July 1 – June 30) Are there actual training dates already for the fall calendar? What is the expected delivery of the first training?

A Current provider is delivering courses and any courses based on the new bid process will be scheduled upon bid award.

Q

Does GTCC determine the schedule of offerings, times?

Is it probable that classes will run concurrently? e.g. back-to-back lectures? Or simultaneously requiring more than one instructor?

What dates will there be NO training e.g. Weekends/Christmas?

Who manages registration of students – /absence/completion?

Does GTCC plan/expect to run the same Class/Session of a Course more than once in a semester.

A

GTCC schedules offerings after consultation with the vendor.

Concurrent and simultaneously is possible based on agreement and availability of the provider. This can be coordinated during the scheduling consultations.

No training will be held on State holidays or when the campus is closed for inclement weather events. Saturdays are an option but would be planned in advance and only with the vendor’s approval.

GTCC will manage registration.

The number of offerings in a semester or year is based on demand.

Q

Will course sessions need to be recorded for absent students? Does GTCC provide the technology/infrastructure to record the session?

What classroom equipment will GTCC provide? What facilities and classroom equipment with the Vendor be expected to provide?

A No recording is necessary.

Only classroom equipment provided by the vendor would be unique subject specific training aids or hand out materials. Each classroom has suitable Audio/Visual presentation equipment.

Q The Vendor must provide the names and qualifications of proposed subcontractors in the bid, and work cannot be

3 | P a g e | XXX 99-JDYY### subcontracted without prior written consent. Does the State's award of the contract automatically constitute the required "prior written consent" for the specific SME instructors named in the proposal?

A

The State's award of the contract does not automatically constitute consent to subcontract. Vendors must identify proposed subcontractors in their bid, and subcontracting remains subject to the State's prior written consent under Section 4.7. The Vendor remains fully responsible for the performance and compliance of any approved subcontractor.

Q

The Vendor must provide all printed instructional materials and supplies per student. Are there specific GTCC branding guidelines that must be applied to our student workbooks, and are instructors expected to utilize GTCC’s Canvas LMS for digital material distribution or attendance tracking? Does GTCC provide templates and style guides to the Vendor?

A No specific branding requirements.

No use of Canvass or other LMS systems.

Q Is the Vendor expected to administer/proctor FINAL course assessments that go apply towards the program certification?

A Vendor is only expected to administer any testing required by the course lesson plans.

Q For courses requiring practical exercises like "Blood Stain Pattern Analysis" or "Death Scene Reconstruction", will GTCC provide dedicated laboratory space/mock-scene environments (such as the Emergency Response Training Center structures), and secure on-campus storage for Vendor-owned training props between sessions?

A Suitable space for practical exercises will be provided at various locations on the Jamestown campus.

Secured on-campus Storage for vendor-owned supplies or materials will not be provided.

Q Who is the exact target audience for these courses (e.g., high school graduates, and newly promoted detectives, general patrol officers, cross-agency personnel), and what prerequisite knowledge levels should our instructional designers assume when developing the course content?

A Courses are targeted towards sworn law enforcement officers and cross agency personnel who have completed BLET or similar basic training programs in forensics and/or law enforcement detention and telecommunication fields.

Q

Does GTCC wish to perform post-delivery evaluation to determine the “success" of a course delivery the responsibility of the Vendor? Does GTCC perform this? Or is the Vendor expected to build. If Vendor is responsible, then is the Vendor required to design and administer formal pre- and post-knowledge assessments (Level 2 Evaluation), OR are standard GTCC end-of-course student surveys (Level 1 Evaluation) sufficient?

A Level 2 evaluation to determine student success is the responsibility of the vendor based on the requirements of the lesson plans. GTCC will administer a basic course/instructor survey to determine level 1 evaluation.

Q Does GTCC have a particular order they wish the courses to be offered?

Does the Vendor have permission to set prerequisites for any of the courses?

Is there an expectation that the students will arrive with some prerequisite knowledge of the program?

A The order of presentation will be determined by the CJ Continuation Education coordinator and the Program Director in coordination with the vendor. Prerequisites for advanced level courses may be agreed upon by the vendor and

GTCC.

Q What is the expected demand (and resulting scheduled offerings) for these courses?

Are there any current courses that can help predict how many of these new courses will be needed during the first 1 year of the contract?

A Typically, all courses are offered at least twice during a calendar year. Because these are continuing education courses, they are not limited to the traditional semester system

Q

Do you have a detailed plan on how you want this Program, Courses (and subsequent classes withing a course) that will be offered.

Are you offering these courses over 2 semesters or 3 trimesters in a year, and what are those start/end dates.

Can the vendor be assured that courses will be published for each semester registrations with pre-determined dates that would be offered?

A These are stand-alone continuing education/workforce training courses. The offerings are not bound by the traditional college semester system. The CJ continuing education Coordinator will work with the vendor to determine scheduling. Once scheduling has been determined the courses will be published on the GTCC Law Enforcement

Website.

Q How many days' advance notice will GTCC provide the Vendor prior to cancelling an under-enrolled session?

A A minimum of 10 working days.

Q Will GTCC provide classroom AV equipment (computer, projector, and sound system) for the instructor, or is that the vendor's responsibility?

A GTCC will provide.

Q Who prepares and provides certificates of completion for each course — GTCC or the vendor?

A GTCC will provide.
