About this opportunity
The City of Raleigh is requesting sealed bids for Crabtree Interceptor Phase III Improvements, a major wastewater infrastructure project, with bids due August 5, 2026 at 2:00 PM and a non-mandatory pre-bid meeting held June 16, 2026. Only prequalified prime contractors and tunnel contractors are permitted to bid — a restrictive eligibility gate. The City of Raleigh has established a 15% MWBE participation goal for this project, which exceeds $300,000 and contains $100,000 or more in state funding.
The scope encompasses approximately 21,600 linear feet of gravity sanitary sewer installation (8-inch to 54-inch diameter) via open cut methods; four dual-pass micro-tunnels totaling approximately 1,460 linear feet for 54-inch and 48-inch FRP pipe; 103 precast polymer doghouse manholes (48-inch to 108-inch diameter); abandonment of approximately 15,500 linear feet of existing sanitary sewer; approximately 900 linear feet of 8-inch water line replacement; stream crossing restoration; incidental storm drain work; pavement replacement; contaminated materials handling; and traffic control. Sewer line cleaning and television inspection to NASSCO PACP standards are required. The contract duration is 775 calendar days total from Notice to Proceed (expected October 2026), with 730 days to substantial completion and 775 days to final completion. Liquidated damages are $1,750 per day for delays in achieving substantial or final completion, applied separately and not concurrently.
Thirteen prequalified general contractors are eligible: Cleary Construction, Inc.; Garney Companies, Inc.; John D. Stephens, Inc.; J.F. Wilkerson Contracting Co. Inc.; Kiewit Infrastructure South Co.; Moffat Pipe, Inc.; Park Construction of NC, Inc.; Ruby-Collins, Inc.; S.J. Louis Construction, Inc.; Spiniello Companies, Inc.; Super Excavators, Inc.; T.A. Loving Company; and Thalle Construction Co., Inc. Six tunnel contractors are prequalified for specific tunneling methods. Contractors must perform at least 50% of labor with their own forces; no more than 50% of contract price may be awarded to subcontractors. Bid security of 5% of total bid amount is required. Questions were due July 16, 2026. Addendum 4 (July 28, 2026) moved the bid opening from July 30 to August 5 and revised the electronic bid form; hard copies of the form must accompany sealed bids. Award will be made to the lowest responsible and responsive bidder.
