This Addendum 1 document modifies the bidding and contract requirements for the Crabtree Interceptor Phase III Improvements project for the City of Raleigh, North Carolina, managed by McKim & Creed as the design engineer. The project encompasses approximately 15,300 linear feet of FRP gravity sewer installation (ranging from 30-inch to 54-inch diameter) via open cut methods, approximately 4,900 linear feet of additional gravity sanitary sewer (8-inch to 36-inch diameter), four dual-pass micro-tunnels totaling approximately 1,460 linear feet for 54-inch and 48-inch FRP pipe, 103 precast polymer doghouse manholes (48-inch to 108-inch diameter), abandonment of approximately 15,500 linear feet of existing sanitary sewer, approximately 900 linear feet of 8-inch water line replacement, incidental storm drain work, stream crossing restoration, pavement replacement, contaminated materials handling, and traffic control. The pre-bid conference was held on June 16, 2026, with sealed bids due at 2:00 PM on Thursday, July 30, 2026, at One Exchange Plaza, Suite 620, Raleigh, NC 27601. Work stoppages for seasonal constraints are not included in the substantial and final completion durations but are accounted for separately as mobilizations in the bid.
Payment terms include progress payments on the 25th day of each month based on a schedule of values, with retainage held by the owner as outlined in supplementary conditions. Liquidated damages are set at $1,750 per day for delays in achieving substantial completion and final completion, applied separately and not concurrently. Contractors must submit a bid bond with all bids and acknowledge receipt of all addenda on the bid form or face disqualification. Pre-qualified prime contractors only are permitted to bid, with tunnel contractors pre-qualified for specific tunneling methods. Contractors must perform at least 50 percent of labor with their own forces unless prior written approval is provided, and no more than 50 percent of the contract price may be awarded to subcontractors. Line Items 33c, g, k, and o in Section A are interchangeable in payment description; Line Item 82 (Temporary Active Shoring for open cut installations) has been removed and replaced with a shoring allowance; and Line Items 134 and 135 have been revised from lump sum to allowance items with specified dollar amounts for pretreatment of containerized trench dewatering effluent and offsite disposal. The revised Agreement (Section 00520) replaces the original version and includes provisions for performance and payment bonds, certificate of insurance requirements, audit rights for the City extending three years after final payment, E-Verify compliance, Iran Divestment Act certification, and non-discrimination requirements per Raleigh City Code.
