About this opportunity

Palm Beach County is soliciting sealed bids for roadway and bridge replacement on CR-880 and Sam Senter Road over the SFWMD Ocean Canal (Project 2019803), with bids due September 22, 2026 and a non-mandatory pre-bid meeting on August 13, 2026 at 2:30 p.m. The contract carries a mandatory 5% Small Business Enterprise (SBE) subcontracting participation goal under Palm Beach County's Small Business Development Program; bidders unable to meet the goal must submit a Good Faith Efforts waiver with their bid to remain responsive.

The scope encompasses approximately 0.85 miles of roadway reconstruction and widening on CR-880 (stations 76+00 to 118+85.53) and Sam Senter Road (stations 10+12 to 14+00), including replacement of the existing bridge with a new five-span structure (totaling approximately 132 feet) over the SFWMD L-13 Canal. Work includes clearing and grubbing, excavation (over 21,500 cubic yards), embankment placement (39,230 cubic yards), asphalt paving with friction course overlay, prestressed concrete pile foundation (4,510 linear feet including test piles), structural concrete (739 cubic yards), reinforcing steel (118,900 pounds), guardrail installation and removal (7,462.5 linear feet installed, 4,550 linear feet removed), erosion control matting, sodding, and pavement marking and signing. The design incorporated FDOT Design Standards and AASHTO LRFD Bridge Design Specifications (8th Edition 2017), with Professional Engineers Eric Huskey (PE #56593) and Partha Ghosh (PE #51377) sealing structural plans. All work must comply with FDOT standards and SFWMD riprap specifications.

The contractor must perform not less than 40% of the total contract amount with its own organization, register in Palm Beach County's Vendor Self Service system before award, and submit executed OSBD Schedules 1 and 2 identifying all subcontractors and subconsultants. Qualifications and Experience documentation is required showing at least two similar projects completed within the last five years, including resumes of superintendent-level key staff and equipment schedules. FDOT pre-qualification or submission of qualifications documentation is mandatory. E-Verify employment eligibility verification and compliance with commercial non-discrimination policies are required. Upon substantial completion, an additional 120 calendar days is allowed for pavement curing and final markings. Subcontractors must be paid undisputed amounts within ten days of county payment, with compliance required under the Florida Prompt Payment Act and Local Government Prompt Payment Act.

Sealed bids are due by 2:00 p.m. on September 22, 2026 (bid opening September 1 at 2:00 p.m. per the specification book, though the due date noted at the top of the source is September 22). Contract documents are available online at the Palm Beach County Vendor Self Service portal or as hard copies for a non-refundable $40 fee. Requests for information must be submitted at least five working days prior to bid opening to ENG-RoadwayBids@PBC.GOV. Addendum 1 was posted August 27, 2026 and supersedes conflicting provisions in original documents; all bidders must acknowledge receipt and understanding of the addendum as a condition of bid acceptance.
