About this opportunity
Palm Beach County Engineering and Public Works is requesting sealed bids for intersection improvements and bridge replacement on CR-880 and Sam Senter Road over the South Florida Water Management District Ocean Canal (Project 2019803), with bids due September 1, 2026 at 2:00 p.m. and a non-mandatory pre-bid meeting on August 13, 2026 at 2:30 p.m. A mandatory 5% Small Business Enterprise subcontracting participation goal applies; bidders unable to meet this goal must submit a waiver request with documentation of good faith efforts.
The scope encompasses approximately 4.67 miles of roadway improvements and bridge replacement. Roadway work includes clearing and grubbing of 9.77 acres, excavation and embankment (approximately 61,000 cubic yards combined), asphalt paving and milling, rigid inclusions with geogrid reinforcement (148,642 square feet), guardrail installation and removal (approximately 12,000 linear feet), rip-rap placement (2,030.1 tons), erosion control, and drainage structures including 18-inch concrete pipe culverts. Structural work involves removal of the existing bridge structure (Bridge No. 934000) and construction of a new five-span prestressed concrete bridge (approximately 132 feet 7 inches total length) with cast-in-place concrete decking, reinforcing steel (approximately 119,000 pounds), and prestressed pile installation (3,959 linear feet). The contractor must provide traffic maintenance and temporary detours via Airport Road and Duda Road during construction. Comprehensive coordination is required with the South Florida Water Management District, Highland Glades Water Control District, utility providers (FP&L, Comcast, AT&T), and private property owners including U.S. Sugar Corporation and King Ranch, Inc. A Stormwater Pollution Prevention Plan must be developed and implemented.
Bidders must be pre-qualified with the Florida Department of Transportation or submit a completed Qualifications and Experience Package demonstrating at least two similar projects within the past five years, with resumes of key personnel at superintendent level or above, equipment schedules or rental company letters, and financial documentation upon request. A bid bond is required for projects exceeding $200,000. Payment is based on unit prices and lump sum items on field-measured quantities. Incentive opportunities include apprentice wage reimbursement up to $100,000 and Glades resident hiring reimbursement up to $100,000, with applications due within 45 days of substantial completion. Contract documents are available through the Palm Beach County Vendor Self Service portal or in hard copy for $40 non-refundable. Questions should be submitted to ENG-RoadwayBids@PBC.GOV with the subject line "RFI: 2019803 CR880 and Sam Senter over SFWMD Ocean Canal."
