About this opportunity

Colorado Parks and Wildlife is requesting proposals for forest habitat improvement services at Cherokee State Wildlife Area (Upper Unit) under RFP PMAA 2027_0001, with proposals due September 2, 2026 at 12:00 p.m. MDT and a mandatory pre-bid meeting on August 12, 2026 at 9:00 a.m. MDT at the parking lot intersection of Acme Creek Road and Cherokee Park Road in Larimer County. Attendance at the pre-bid meeting or authorized representation is a prerequisite for bid eligibility. Colorado resident bidders receive a preference, and Service Disabled Veteran-Owned Small Businesses officially registered with the Center for Veteran Enterprise may receive a 5 percent preference on bid price.

The scope covers forest habitat restoration and wildfire risk reduction across up to 332 acres of big game habitat through logging and mastication. The contractor must complete a minimum of 75 percent of total project acreage by June 30, 2027, with full completion required by September 1, 2028. No work may occur between September 2, 2027, and November 22, 2027. The project start date is October 12, 2026. Pricing must be submitted on a per-acre basis for the maximum 332-acre project, with optional pricing for decking, staging, hauling, and material-removal services. CPW reserves the right to accept, reject, or decline optional pricing items if unfavorable. Price proposals must remain firm and valid for at least 180 days from submission.

Contractors must maintain comprehensive insurance including workers' compensation, general liability of $1,000,000 each occurrence, and automobile liability of $1,000,000 combined single limit, with the State named as additional insured. Proposals must be submitted through Colorado Vendor Self Service (VSS) System or Google Forms. Amendment #3 (Q&A) clarifies that contractors are not responsible for removing concrete mats or reclaiming temporary access roads; fire-season work restrictions apply only if wildfire threatens safety, with contract amendment available if state-caused delays occur. The anticipated award decision date is September 23, 2026.
