About this opportunity
Pierce County, Washington is soliciting multiple on-call service contracts for countywide window cleaning services at various county facilities, with proposals due July 24, 2026. The County intends to award multiple agreements to qualified contractors rather than a single vendor.
Contractors may bid on exterior cleaning only, interior cleaning only, or combined exterior and interior services, providing flexibility in scope. All contractor personnel must wear visible photo identification badges and company-branded shirts with minimum short sleeves. Contractors are responsible for facility security, including preventing unauthorized access and securing entry and exit points during operations. Cleaning products must receive prior County approval and comply with local, state, and federal safety regulations while maintaining surface integrity. Contractors must immediately report hazardous conditions such as fire, water leaks, vandalism, and structural deficiencies to Pierce County, the Sheriff, or local police, and must comply with all OSHA and federal personal protective equipment requirements.
Background checks are required for contractor personnel accessing county facilities. The Background Check Form requires submission of personal identification details, driver's license information, and authorization for criminal history investigations including fingerprint collection, Washington State Information System and National Crime Information Center checks, and out-of-state verification where applicable. Results are documented as cleared, denied, or not applicable.
The Services Agreement Template provides for contract terms beginning on a start date specified by the County with optional renewal provisions extending up to a maximum total term of five years. Compensation is based on rates agreed upon in Exhibit B with monthly invoicing due by the 15th calendar day following each billing period. The County pays within 30 days of receipt of properly completed invoices. Rate adjustments are permitted no more than once every 12 months, limited to the percentage change in the Consumer Price Index for the Seattle-Tacoma-Bellevue Metropolitan Statistical Area with a five percent annual maximum cap. Contractors must maintain Commercial General Liability, Automobile Liability, Workers' Compensation insurance, and other policies as applicable, with Pierce County named as additional insured. Prevailing wage requirements apply if applicable under RCW 39.12.
