About this opportunity

Prince George's County, Maryland, Office of Procurement is releasing a draft solicitation for countywide janitorial services across nine building groups—not a formal RFP—with comments due September 22, 2026; no proposals are being accepted at this stage, and the County has not obligated funds or committed to issuing a final solicitation.

This procurement is restricted to County-Based Small Businesses (CBSBs) and County-Based Minority Business Enterprises (CBMBEs) as prime offerors. CBSB awardees must meet a mandatory 15% CBMBE supplier utilization requirement; CBMBE primes satisfy this through their own participation. The County intends to make multiple awards.

The scope spans nine building groups encompassing Health Department facilities, administrative offices, courts, correctional facilities, police and fire stations, forensic laboratories, public works and transportation facilities, the sanitary landfill, animal services division, and the Wayne K. Curry Administrative Building—72 total locations. Contractors must demonstrate at least three years of recent commercial, institutional, governmental, or comparable janitorial experience; five years of specialized experience is required for sensitive or specialized facilities such as correctional complexes, forensic laboratories, or 24/7 operational environments. Services include comprehensive janitorial, custodial, facility-hygiene, and supplemental work with emphasis on green and sustainable practices. Workforce continuity requirements apply at the Wayne K. Curry Administrative Building, where successors must offer positions to qualified incumbent employees from the preceding 90 days.

The base contract runs from award through June 30, 2027, with two one-year renewal options. Required insurance includes Workers' Compensation at statutory limits, Employer's Liability of $500,000 per accident, Commercial General Liability of $1 million per occurrence and $2 million aggregate, Professional Liability of $1 million, and Automobile Liability of $1 million combined single limit. All work must comply with Prince George's County Code wage requirements, including prevailing wage and livable wage standards. Submissions are electronic through the County's SPEED eProcurement Platform. An Industry Day date has not yet been announced.
