About this opportunity
The County of Morris is seeking to procure 550 correctional-grade mattresses for the Morris County Correctional Facility through a formal sealed bid process (Bid #B25-135). The procurement requires specialized mattresses with specific technical specifications, including a 14 oz strong core, 4.4" thickness, and a 3-ply 19 oz vinyl fabric cover that is puncture-proof and anti-fungal. Each mattress must be 27" x 75" x 4.5" in either bright blue or navy blue, with an integrated double-sided pillow, and must meet stringent fire-resistance and safety standards including California Technical Bulletin and federal requirements. Bidders must be U.S. manufacturers and provide comprehensive documentation including product samples, written compliance certifications, and clear warranty terms. The bid is scheduled for submission on October 30, 2025, at 11:00 AM Eastern Standard Time, with bid documents available for free download from the Morris County bid system website starting October 17, 2025. Bids must be submitted in sealed envelopes to the Morris County Administration & Records Building Purchasing Division, clearly marked with the bid number and title.
The procurement process requires compliance with several state regulations, including N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27, which typically involve affirmative action and equal employment opportunity considerations. Bidders must submit various compliance documents, including business registration certificates, non-collusion affidavits, and equal employment opportunity forms. The procurement is conducted through a fair and open process as per N.J.S.A. 19:44A-20.4 et seq., which may provide opportunities for diverse vendors. Vendors are required to maintain all contract-related documentation for five years and must be prepared to make records available to the New Jersey Office of the State Comptroller upon request. While specific budget ranges are not explicitly stated, the procurement involves 550 mattresses, suggesting a potential contract value in the mid-five to low-six figure range. The contract is expected to have a two-year term, with potential continuation subject to budget availability.
