About this opportunity
The West Virginia Department of Administration Purchasing Division is requesting quotes on behalf of the West Virginia Division of Natural Resources for Phase 1 high-voltage electrical distribution system repair and replacement at Coopers Rock State Forest, with bids due July 21, 2026 at 1:30 p.m. under CRFQ 0310 DNR2600000021. A mandatory pre-bid meeting was required on June 25, 2026 at Coopers Rock State Forest Park Headquarters in Bruceton Mills, West Virginia.
The scope encompasses directional boring and conduit installation beneath Interstate 68 at 61 County Line Drive, Bruceton Mills, West Virginia. The project includes installation of a 6-inch SDR9 HDPE conduit via directional drilling across approximately 2,069 feet between two pole locations, carrying one 15kV concentric neutral cable with 133% EPR insulation. Work also includes construction of bore and receiving pits and installation of a spare 6-inch SDR9 HDPE conduit. Addendum #1, issued July 14, permits three alternative conduit configurations at the bidder's option: two 6-inch conduits in separate bore holes; two 6-inch conduits in a single bore hole (with WVDOH permit modification at bidder expense); or three 4-inch innerducts in a 12-inch casing (permit modification costs borne by bidder). Fusible PVC may substitute for HDPE if the internal bead is smooth and measures less than 0.1 inches. The contract includes a fixed-period term requiring substantial completion by day 60 and final completion by day 90, with a $500 per-day liquidated-damages clause.
Bidders must hold a valid West Virginia contractor's license and comply with a 75% local labor-market hiring requirement. Commercial General Liability of at least $1 million per occurrence and Automobile Liability of at least $500,000 per occurrence are required. A five percent bid bond must accompany the proposal; performance and labor/material payment bonds of 100% contract value are due prior to award. The contract is subject to Davis-Bacon wage requirements. A base bid and one additive alternate for copper cable installation are requested. Questions were due July 1, 2026. Miller Engineering, Inc. is the Architect/Engineer. Acknowledgment of Addendum #1 is mandatory.
