About this file

This is Addendum #1 to a Centralized Request for Quote (CRFQ) issued by the West Virginia Department of Administration Purchasing Division on behalf of the Division of Natural Resources for the construction of Phase 1 of a high voltage electrical distribution system repair and replacement at Coopers Rock State Forest. The project involves directional boring and conduit installation for electric power line construction services at the Coopers Rock State Forest facility in Bruceton Mills, West Virginia. The solicitation number is CRFQ 0310 DNR2600000021, Version 2, with a solicitation closing date of July 21, 2026 at 1:30 p.m. The addendum was issued on July 14, 2026, to publish the pre-bid sign-in sheet and provide responses to vendor-submitted questions. Bids should be submitted to the Department of Administration Purchasing Division, located at 2019 Washington Street East, Charleston, West Virginia 25305.

The addendum addresses two primary vendor inquiries regarding project specifications. The first response clarifies conduit installation options, permitting the bidder to choose between three configurations: two 6-inch conduits in separate bore holes as originally specified, two 6-inch conduits in a single bore hole with WVDOH permit modification at the bidder's expense, or three 4-inch innerducts in an approximately 12-inch casing with permit modification costs borne by the bidder. The second response approves the substitution of fusible PVC conduit for HDPE, provided the fused PVC internal bead is smooth and measures less than 0.1 inches, and this material is acceptable for direct bored conduits, 12-inch casing, or inner ducts. All vendors are required to acknowledge receipt of this addendum by checking the appropriate box and submitting the acknowledgment form with their bid to avoid disqualification.

RFI: Vendor Questions for CRFQ DNR26*21 Coopers Rock High Voltage

Q.1. Is it ok to pull both 6" conduits through same bore hole?

A. As indicated at the pre-bid, a primary project goal is to provide capacity for future wire pulls.

The WVDOH permit was approved as two separate bores. Any deviation would need to be approved by WVDOH prior to the work proceeding. Based on the bidder's experience, and expertise related to WVDOH approval of alternative configurations, the following options would provide project results which are acceptable to the design team:

Option 1: (2) 6" conduits in separate bore holes as specified

Option 2: (2) 6" conduits in one bore hole. The bidder will be responsible for any cost of modifying the permit and gaining WVDOH approval.

Option 3: (3) 4" SO17 innerducts in an approximately 12" casing (min 5D11). The bidder will be responsible for any cost of modifying the permit and gaining WVDOH approval.

Based on their experience and expertise, the bidder be bid the project in any one of these three ways. Bidders are to indicate which method they plan to use but the bid will be accepted based on the lowest responsible bid price meeting one of the above, not the conduit configuration or number of bore holes.

Alternate #1 remains unchanged and will still install the lSKV cable and inner duct indicated, it will just be in one of the new conduits of possibly different size - 6" or 4".

Q.2 .We have reviewed the solicitation documents for Coopers Rock High Voltage Power Construction Ph.1, and would like to request that Fusible PVC® Conduit by Underground Solutions, Inc. be considered as an approved alternate to other thermoplastic materials such as

HDPE.

Fusible PVC® offers approximately twice the tensile strength of HDPE, and a significantly higher modulus of elasticity, making it well suited for challenging HDD installations. Its higher tensile strength allows for a thinner wall while maintaining pull strength, resulting in a smaller bole diameter, reduced drilling fluid and spoil, shorter installation times, and lower overall installation costs and project risk.

A. The substitution request to use fusible PVC in lieu of HDPE, as documented in the request and this Addendum, is accepted. The fused PVC internal resulting bead must be smooth and less than 0.1 inches. This material is acceptable for either direct bored conduits, a 12" casing, or inner ducts, as indicated in the answer to question 1.
