About this opportunity
Cook County, Illinois through the Office of the Chief Procurement Officer is requesting qualifications for a Construction Manager at Risk (CMAR) firm to manage the renovation of the State's Attorney Office across four floors (11th–14th) of the Criminal Courts Administration Building at 2650 S. California Avenue, Chicago, with qualifications due August 19, 2026 at 10:00 a.m. CST. M/WBE participation is mandatory: minimum 20% MBE and 8% WBE for construction work, 22% MWBE for professional services, plus workforce goals of 30% minority journeymen/apprentices, 40% minority laborers, and 5% women in each category. The CMAR must also ensure 50% of aggregated work hours are performed by Cook County residents and 7.5% by project community residents.
The scope encompasses approximately 74,000 gross square feet of interior renovation across four floors, including full interior renovations to the interior face of exterior walls, minor restroom and corridor revisions, select work on the 6th floor, and potential mechanical penthouse work. Design is anticipated to run Q3 2026 through Q1 2028; construction procurement Q1–Q2 2028; and construction delivery Q2 2028 through Q2 2030, with each floor taking five months plus one month for move management. Substantial completion is targeted for Q4 2029. The base contract term is seven years.
Evaluation uses a three-step process: experience and capability (30%), project approach and understanding of County goals (25%), key personnel experience and availability (25%), M/WBE utilization plan (15%), and responsiveness (5%). Pricing follows GMP negotiation with the Most Qualified Firm and includes General Conditions, fees, and hourly rate structures.
The selected firm must hold Illinois licensing, provide audited financial statements for the last three years, and maintain Commercial General Liability of $5 million per occurrence, Automobile Liability of $5 million, and statutory Workers' Compensation coverage. The mandatory virtual pre-submittal meeting was held July 22, 2026. Questions were due July 29, 2026. If negotiations on GMP terms fail, the County reserves the right to proceed with the next-ranked firm.
