About this file
This Request for Qualifications (RFQ) is issued by Cook County, Illinois, through the Office of the Chief Procurement Officer, seeking a Construction Manager at Risk (CMAR) firm to manage the renovation of the State's Attorney Office spaces on the 11th, 12th, 13th, and 14th floors of the Criminal Courts Administration Building located at 2650 S. California Avenue, Chicago. The project encompasses approximately 74,000 gross square feet of interior renovation space distributed across four floors, with work including full interior renovations to the interior face of exterior walls, minor revisions to restrooms and adjacent corridors, select work on the 6th floor, and potential mechanical penthouse work. The mandatory virtual pre-submittal meeting is scheduled for July 22, 2026, at 10:00 a.m. CST, with a questions deadline of July 29, 2026, at 4:00 p.m. CST. Qualifications are due electronically via the Bonfire website by August 19, 2026, at 10:00 a.m. CST. The base contract term is seven years, with design anticipated to begin Q3 2026 and conclude Q1 2028, construction procurement from Q1 2028 to Q2 2028, and construction work from Q2 2028 through Q2 2030. Each floor is anticipated to take five months to complete with an additional month per floor for move management, with overall substantial completion targeted for Q4 2029.
The County will select the Most Qualified Firm (MQF) through a three-step evaluation process based on experience and capability (30%), quality of project approach and understanding of County goals (25%), experience and availability of key personnel (25%), M/WBE utilization plan (15%), and responsiveness (5%). Pricing is not included in the initial evaluation criteria; however, following selection of the MQF, the County will enter into scope validation and fee negotiations with the firm to establish a Guaranteed Maximum Price (GMP) based on a General Conditions and Fee Breakdown with hourly rate structures for personnel. M/WBE participation goals require a minimum of 20% MBE and 8% WBE for construction, with 22% MWBE for professional services, along with workforce goals of 30% minority journeymen/apprentices, 40% minority laborers, and 5% women in each category. The CMAR must ensure that 50% of aggregated work hours are performed by Cook County residents and 7.5% by project community residents. The selected firm must possess appropriate licensing for Illinois, demonstrate financial capacity through audited financial statements for the last three years, and maintain comprehensive insurance coverage including Commercial General Liability of $5,000,000 per occurrence, Automobile Liability of $5,000,000, and Workers' Compensation at statutory limits. If the County and MQF cannot reach agreement on the GMP within a reasonable timeframe, the County reserves the right to terminate negotiations and proceed with the next-ranked firm.

1.12 Definitions

2 SCOPE
2.1 Introduction
Cook County intends to contract with a Construction Manager at Risk (“CMaR”) for the renovation of the State’s Attorney’s Office (SAO) spaces on the 11th, 12th, 13th, and 14th Floors of the Criminal Courts Administration Building located at 2650 S. California Avenue, Chicago, Illinois.
The County is procuring a full-service Architectural/Engineering (A/E) team under RFQ #2415-04053A to provide professional services including design and construction administration. The selected CMaR is expected to collaborate with the County and the A/E team to provide pre-construction services throughout the design phases and, upon completion of the design, provide Cook County with a Guaranteed Maximum Price (GMP), and subsequently deliver the project through construction completion.
The CMaR will be responsible from design through construction completion to ensure the office renovations are properly coordinated, sequenced, and phased, and that all work is aligned with Cook County stakeholders, user needs, occupant requirements, and operational objectives.
The County intends to award the entire scope for all four floors, along with associated swing space and related enabling work (and any required work in penthouse/mechanical areas as applicable), to a single CMaR entity under one contract.
The project encompasses approximately 74,000 gross square feet of interior renovation space distributed across four floors. Each floor will undergo a full interior renovation generally to the interior face of the exterior walls. Restrooms and adjacent corridors will receive minor revisions. No work is anticipated at elevators, elevator lobbies, or core egress stairwells.
Additional work is anticipated in select areas of the 6th floor and within penthouse/mechanical spaces. Limited roof work related to equipment replacement may also be required depending on the selected strategy for mechanical upgrades.
A temporary swing space will be developed and utilized to support phased construction. Swing operations will run concurrently with renovation activities, allowing occupants to relocate from a floor during construction, return to the newly completed space, and then transition to the next swing phase as subsequent floors are renovated—maintaining a continuous workflow while minimizing disruption to operations. The construction period for each floor is anticipated to be completed in 5 months with an additional month (per floor) included for move management.
Work will be completed in consecutive phases by floor, with each floor delivered to the user agency as an individual turnover package. The overall project is anticipated to reach completion Q2 2030.
Refer to Refer to Exhibit 1 – Scope of Work for additional information.
2.2 Contract Term
The expected term of the contract will be seven (7) years for the base contract.

4. SELECTION PROCESS
4.1 The selection process will be conducted in three (3) steps as follows:
4.1.1 Step 1: Presentation of Project Specific Qualifications and Approach
This RFQ provides requirements and data which will be used as a basis for a written presentation of qualifications of the team(s) and proposed staff, project approach, systems, and methodologies for delivery of the Project. The County will evaluate the qualifications to establish a Short List of qualified teams for Step 2.
4.1.2 Step 2: Construction Services Submittal interview
In Step 2 Selected Short List of qualified teams may be invited to participate in an interview based on a scope of services that may range from design development phase through the completion of the Project.
At a formal interview, the qualified teams are expected to present their project approach where they include project specific issues associated with their relevant experience and key individuals. It is expected that the individuals with the primary presentation role at the interview will be those individuals proposed to be involved in this project on a day-to- day basis. The teams will be scored and ranked following the interview to determine which firm teams qualify to participate in Step 3.
4.1.3 Step 3: Level of Effort, Fee, General Conditions
Those teams qualifying for Step 3 will be contacted by the County. In accordance with Exhibit 6, the qualified teams will be asked to submit a staffing Level of Effort (LOE) by staff and task, hourly rate, and total staff cost and corresponding staff chart for a Pre-construction Fee, the Pre-construction duration, and including General Conditions line items with insurance & bond as a percent of The Cost of the Work. Include the Construction phase fee as a percent of The Cost of the Work. Along with the LOE, teams should submit their project understanding and a separate staffing Gantt chart showing how their staffing schedule aligns with their project approach from Pre-Construction through Construction to the completion of the project.
Any subconsultants used to staff Pre-construction must be identified in the submittal with costs included on separate line items along with their MBE/WBE/DBE status. A separate labor rate chart listing each staff member and their corresponding labor rate broken down by base rate, fee and audited overhead rate will also be required.
The County will review the submittals and will negotiate with the short list teams and choose a most qualified team. If County and the most qualified team are unable to reach agreement, the County reserves the right to begin negotiations with the next highest ranked team or teams.

In addition to the Submission Contents, the EC may also review information gained from: 1) clarifications, 2) additional requested information. It is possible that the EC might not request clarifications from every Submitter. Similarly, if the EC decides to have presentations, it’s possible that not every Submitter will be invited.
As State funding may be included for this project, selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILSC 535/1).
Any material misrepresentation made by a Submitter may void the Submission and eliminate the Submitter from further consideration.
