About this opportunity

Miami-Dade County is requesting bids for contracted employee services on an as-needed basis under ITB0000032, with proposals due July 17, 2026. The procurement is structured into thirteen job classification groups spanning administrative services, accounting, information technology, engineering and technical services, operations and trades, healthcare and medical services, forensic and investigative services, and recreation services. Groups 1–8 are non-federally funded and subject to a Small Business Enterprise (SBE) set-aside, restricting participation to SBE-certified firms; Groups 9–13 are federally funded with no SBE restriction but with mandatory Section 3 compliance under HUD requirements.

Section 3 business concerns seeking contracting preference in Groups 9–13 must be pre-certified by Miami-Dade County Housing and Community Development at least 14 days prior to the bid opening. Contractors and subcontractors must comply with Section 3 recruitment, training, and employment outreach obligations and must meet or exceed HUD-established labor-hour benchmarks for Section 3 workers. Non-compliance may result in contract termination for default and debarment from future HUD-assisted contracts.

Bidders must be regularly engaged in providing contracted employee services and must submit two professional reference letters from current or former customers. Pricing is submitted as hourly bill rates inclusive of all labor costs, overhead, taxes, insurance, equipment, and incidentals. For Groups 1–8, prices remain fixed except for adjustments based on Miami-Dade County Living Wage rates, which adjust annually on October 1 (current FY 2025–2026 rate is $17.94 per hour plus qualifying health benefits of $3.97 per hour, or $21.91 per hour all-in). Groups 9–13 are fixed for twelve months and may thereafter be adjusted based on the Consumer Price Index for All Urban Consumers.

All contract employees must pass pre-employment drug and alcohol testing and background screening via the Florida Department of Law Enforcement's Volunteer and Employee Criminal History System at County expense; healthcare positions require additional level 2 background screening at bidder expense. The County reserves the right to conduct random drug testing of assigned employees at County expense.

Award will be made to a maximum of three responsive and responsible bidders offering the lowest price per group. The contract term is five years, commencing on the first calendar day of the month following Board of County Commissioners approval. Bidders must submit responses electronically through the Integrated Financial Resources Management System (INFORMS) at https://supplier.miamidade.gov.
