About this opportunity
The City of Lakeland is requesting qualifications from professional municipal engineering firms to provide comprehensive municipal engineering services under Florida's Consultant's Competitive Negotiation Act, with qualifications due August 7, 2026 and questions due July 30, 2026. The resulting contract will be a three-year term beginning October 1, 2026, with options for two additional one-year renewals upon mutual consent, and the City reserves the right to award to one or more respondents.
Services span planning, reports and studies, and design and construction work across Public Works, Electric, Water and Wastewater Utilities, and other city departments, structured on a task-based authorization system. Individual task authorizations require City Manager approval for amounts exceeding $50,000 and City Commission approval for amounts exceeding $100,000. Compensation uses the engineer's professional services fee schedule with hourly rates and unit prices, structured as not-to-exceed pricing based on hourly rates, firm lump sum pricing, or estimated pricing, subject to equitable annual adjustments negotiated prior to renewal terms. Reimbursable expenses are passed through at cost factor 1.0.
Respondents must submit a minimum of five project sheets completed in Florida within the past five years, limited to two pages each; pricing is not included in qualification submissions. Selection criteria weight response completeness (5%), professional personnel capability (30%), experience and past performance (27%), ability to meet time and budget requirements (20%), office location (10%), minority business enterprise status (5%), and volume of prior work awarded (3%). Location scoring provides maximum points for firms serving the Lakeland Electric Service Territory, with reduced points for firms in Polk County, within 100 miles, within Florida, or out of state.
Required insurance includes Commercial General Liability ($1 million single limit), Business Auto Liability ($1 million single limit), Workers' Compensation at statutory limits, Contractors Pollution Liability or Environmental Impairment Liability ($1 million), and Professional Liability/Malpractice ($1 million maintained for three years post-completion). Respondents must submit executed indemnification agreements, human trafficking affidavits, drug-free workplace certifications, suspension and debarment certifications, conflict of interest disclosures, E-Verify certifications, and contractor safety evaluation forms demonstrating three-year accident statistics, current Experience Modification Rate documentation, and Process Safety Management Standard compliance capability.
