About this opportunity

The West Virginia Department of Administration Purchasing Division, procuring on behalf of the Adjutant General's Office Division of Engineering and Facilities, is requesting bids for waterline extension construction at Camp Dawson in Kingwood, West Virginia, under CRFQ ADJ26_26, with bids due July 21, 2026 at 1:30 PM EST and a mandatory pre-bid meeting on July 7, 2026 at 10:30 AM EST.

All bidders must hold current West Virginia contractor licenses and provide the license number on the bid form. Vendors must demonstrate at least five previously completed projects involving similar waterline construction work.

The base bid scope includes clearing and grubbing, mobilization, excavation (848 cubic yards), sawcut asphalt (112 linear feet), utility trench bedding material (106 cubic yards), backfill and compaction (705 cubic yards), hauling (143 cubic yards), asphalt replacement (30 square yards), 8-inch C900 waterline (2,450 linear feet), 6-inch C900 waterline (412 linear feet), tapping sleeves, tees, bends, caps, valves, air relief valves, three fire hydrants, erosion and sediment controls, 22 thrust blocks, and seeding and mulching. An alternate bid option includes additional clearing and grubbing and 300 linear feet of 8-inch C900 waterline with related components. Award is based on the lowest qualified responsible bidder's grand total (base bid plus alternate if selected).

Bidders must submit a bid bond equal to 5 percent of the total bid amount and, upon award, provide performance and labor/material payment bonds each equal to 100 percent of contract value. Monthly progress payments are made based on architect approval with 10 percent retainage until substantial completion. Liquidated damages are $1,500 per day of delay plus a one-time $1,250 fixed cost for staff judge advocate review if the established deadline is missed.

The project is subject to Davis-Bacon wage rates if federally funded, local labor market hiring requirements (75 percent of employees from local market for projects over $500,000), drug-free workplace affidavit and policy for projects over $100,000, and domestic steel, aluminum, and glass preference on public works contracts exceeding $50,000.

Technical questions are due July 13, 2026 at 11:00 AM EST. Alpha Associates Incorporated serves as project architect and initial decision maker. Contact David H. Pauline at 304-558-0067 or david.h.pauline@wv.gov.
