About this opportunity

The City of Wichita, Kansas is requesting sealed bids for construction of a retaining wall at Cessna East Park (6115 E Mt. Vernon, Wichita, KS 67218), with proposals due July 31, 2026 at 10:00 a.m. through the City's Procurement Portal and a mandatory pre-bid conference on July 20, 2026 at 1:30 p.m. via Microsoft Teams. Addendum 1, issued July 28, 2026, expands Bid Item 6 (Temporary Fencing) to require orange construction fencing around all adjacent playground equipment, attached directly to each piece to close access until project completion; vendors must electronically acknowledge the addendum through the Procurement Portal and submit acknowledgment with their bid.

The scope includes site demolition and clearing, excavation, erosion control, installation of a dry stack limestone retaining wall, concrete sidewalk construction, landscape restoration, and seeding. Contractors must have a minimum of three years' experience in similar construction services and understanding of industry standards and best practices.

The contractor has 45 working days (Monday through Saturday, excluding official city holidays) to complete the project, with landscaping installation required within this timeframe. A single work order will be issued 20 days after contract award or earlier upon request.

Award is based on lowest and best total net bid from a responsible and responsive vendor. Bidders must submit a bid bond equal to five percent of the total bid amount or an annual bid bond. The successful contractor must furnish a performance bond for 100 percent of the contract value and a labor and material payment bond running to the State of Kansas for the full contract amount. Liability insurance requirements include commercial general liability with minimum limits of $1,000,000 per occurrence and $2,000,000 annual aggregate, plus comprehensive automobile liability, workers' compensation, and employers' liability; a Certificate of Insurance must be submitted within ten days of award notification.

The project is not state or federal aid funded. Questions regarding plans and specifications should be directed to the City Engineer's office at 316-268-4501.
