About this opportunity
The City of Bristol, Connecticut is conducting a Request for Qualifications (RFQ) solicitation to select a Construction Manager at Risk (CMr) to oversee the comprehensive renovation of the Edgewood Pre-Kindergarten Academy facility located at 345 Mix Street in Bristol, Hartford County, Connecticut. This is a "Renovate-as-New" project valued at $28.8 million that will transform the 44,000-square-foot building, originally constructed in 1957 with additions in 1963 and 1987, into a modern pre-kindergarten facility accommodating approximately 375 students across 12-14 classrooms. The selected CMr firm will provide preconstruction services, design coordination, cost estimating, construction administration, and post-occupancy warranty phase support throughout the project lifecycle. The facility will incorporate Connecticut High Performance Building Standards, School Safety Infrastructure Criteria, full mechanical ventilation and air conditioning, automatic sprinkler protection, comprehensive technology infrastructure, and developmental learning spaces aligned with National Association for the Education of Young Children standards. Required qualifications include demonstrated specialized experience on similar projects, understanding of Connecticut Office of Grants Administration requirements, cost estimating accuracy, knowledge of Connecticut building standards, schedule management capabilities, and professional liability insurance of at least $500,000 per occurrence and $1,000,000 aggregate, along with general liability coverage of $1,000,000 combined single limit and automobile liability of $1,000,000. Evaluation criteria emphasize specialized experience, OGA requirements knowledge, cost estimating accuracy, Connecticut building standards knowledge, schedule management, and proposed fee methodology. The RFQ submission deadline is April 10, 2026 at 12:00 PM EDT, with the RFP issuance scheduled for April 20, 2026, fee proposals due April 23, 2026, and contract award anticipated by April 27, 2026; the project schedule spans May 2026 through October 2027, with construction beginning June 29, 2026, and substantial completion targeted for July 2027.
The solicitation is open to all vendors without noted set-asides or disadvantaged enterprise restrictions, and no incumbent vendors or current contractors are identified. The City expects to select three qualified firms from the submitted qualifications before requesting fee proposals from finalists. Firms must be licensed to do business in Connecticut and provide three client references from the past 48 months for similar work. Compliance with Connecticut General Statutes 10-287 requirements, prevailing wage regulations, Connecticut High Performance Building standards, and Project Labor Agreement requirements is mandatory. The City reserves the right to terminate the contract upon completion of Phase 1 if deemed in its best interest. Proposals must be submitted through the City's bid platform at https://www.bidnetdirect.com/connecticut/cityofbristol, with inquiries directed to Nancy Haynes, City of Bristol, 111 North Main Street, Bristol, Connecticut 06010, by telephone at 860-584-6195 or email at nancyhaynes@bristolct.gov.
