Construction Manager at Risk

I. PROJECT SPECIFICATIONS

1. INTRODUCTION

In accordance with the requirements of C.G.S. 10-287, the City of Bristol is seeking to renovate the Edgewood

Pre-Kindergarten facility located at 345 Mix Street, Bristol, CT.

The City of Bristol (the “City”) is accepting qualifications submissions from construction management firms to serve as Construction Manager at Risk (“CMr”), which shall assist in the planning, design, preparation of construction documents, cost estimating, and provision of construction management services, toward the full renovation of the existing facility. The intent of this request for qualifications is to establish a list of construction management firms that are prequalified to submit a proposal for such services for this project.

The City is expected to receive award of funding support from the State of Connecticut Office of Grants

Administration (“OGA”) for a “Renovate-as-New” construction project with a budget of $28.8 million for the proposed project, inclusive of all hard and soft costs. The City has retained QA+M architects to design the project and the project will be administered through a Construction Manager at Risk (“CMr”), operating under the authority of a building committee. The City has staff serving as project manager, assigned as the owner’s representative, to support its interests throughout the construction project. The design team and the CMr will report to the building committee through the owner’s representative.

It is expected that consistent with C.G.S. 10-287, three firms will be selected to be the three most qualified firms, following which fees will be requested of those four firms. Fees will be submitted by the three selected teams, for the entirety of the firm’s work related to this project as described herein.

2. PROJECT CONSIDERATIONS

The Edgewood Elementary school was built in 1957, with three additions shortly after in 1963, both projects designed by the architect Rossetti. The 1963 additions created 6 more classrooms and suite of offices. In 1987, an addition and renovation project was completed, having been designed by Lawler, which added two classrooms and expanded the library. Edgewood is a single-story slab on grade building with no basement, but does have underslab piping tunnels of low height. It contains 20 classrooms, a media center, an administrative office suite, nurse and teacher lounge suite, and support staff suite. It also contains a small kitchen and a multi-purpose room with an adjacent performance platform. The building itself needs substantial upgrades, to address aging infrastructure and materials, code deficiencies, and accessibility issues. The site, although limited, could be re-configured to allow for proper vehicular circulation and to re-organize and upgrade play areas and outdoor learning spaces.

The architect has met with district staff and will present the building committee with updated Educational

Specifications to reflect the current needs of the PK Academy program. The newly renovated Edgewood School will be structured into classroom spaces for approximately 14-16 pre-k students per standard classroom, and 8 to 10 students for self-contained special education classrooms. The total anticipated maximum enrollment will be 344 to 366 students throughout the day, assuming half day programs for 9 to 10 of the classrooms.

Based on the current concept plan developed by the architect, the reconfigured school will include 15 regular

PK classrooms and 3 self-contained classrooms – each with an accessible student restroom. The current administration suite will be reconfigured along with relocating intervention specialist offices and adding conference rooms. The kitchen will be expanded to address programmatic needs, along with code, accessibility and health department requirements. The existing multi-purpose room will be re-used as a Gross Motor room for pre-kindergarten activities, and the adjacent performance platform will be re-purposed into an OT/PT room. The mechanical, electrical and technology rooms will largely remain in their current locations.

The mechanical, electrical, and plumbing systems will be replaced or upgraded to like-new condition as required by State OGA requirements. Full building sprinklering will be added.

The project schedule has been developed in coordination with the architect to reflect the district’s desire to occupy the completed building by the start of the 2027 school year. To meet this schedule an early Abatement and Demolition set of documents is being prepared for bidding by May 11, 2026 – with construction for these activities to begin June 29, 2026.

3. SCOPE OF SERVICES

This document is issued as a request for qualifications, and the scope of services shall be further defined at the time of solicitation for fee schedules. In addition to the services outlined in AIA Document A133-2019

Hazardous Materials -- Work with the Owner, the Architect, and the environmental consultant to establish parameters, as required, relating to the presence, testing, and abatement of hazardous and/or regulated materials, both within the building and within the site. The Architect will engage the services of an environmental hygienist to perform a survey of the facility for asbestos, lead paint, or other regulated materials. Additional field survey inspection may be required during construction to determine the presence, if any, of regulated materials. All CMr services shall include coordination with the environmental hygienist for incorporation of hazardous materials abatement into the project.

3. Project Definition -- Meet with Owner personnel and the design team retained by the Owner to review project scope, existing conditions, budget, concept plans, and construction phasing/duration.

2027. Reference the attached Project Schedule.

11. Construction Logistics Plan -- Create a proposed logistics plan with narrative and site plan diagrams.

Construction documents shall include plans (project drawings) and specifications (project manual). The specifications shall consist of general and special conditions, bid forms, and technical specifications. The design team will submit materials for Owner review for the Early Abatement & Demolition package, the full Construction Documents, as well as packages for FFE, Technology and Playgrounds.

The Owner will provide assistance in preparation of front-end materials for bidding, with all technical materials, including special provisions and project phasing provisions, provided by the selected firm.

Firms should assume that digital files will be provided to a local print facility for distribution of bidding documents (i.e. cost of printing for such materials to be borne by contractors).

Phase Two - Solicitation and Award Phase Services

To the extent that the City elects (and Consultant hereby grants to the City the right to elect to do so in connection with termination of this Contract) to take legal assignment of subcontracts, the Consultant shall, as a condition of receiving the payments referred to in this Article and otherwise under this Agreement, at the City’s sole cost and expense, execute and deliver all such papers and take all such steps, including the legal assignment of such subcontracts and other contractual rights of the Consultant, as the City may require for the purpose of fully vesting in the City the rights and benefits of the Consultant under such subcontracts. In the event an attempted termination by the City or excuse is not justified, it shall be deemed a termination under this Paragraph. The Consultant shall be entitled to receive payment for work executed, and costs incurred by reason of such termination of convenience, along with reasonable overhead and profit on the work not executed.

The City specifically reserves the right to terminate the contract upon completion of phase 1 work, if determined to be in the best interest of the City.
