About this opportunity

The Metropolitan Government of Nashville and Davidson County is requesting proposals for a Construction Manager at Risk (CMAR) contract for the Metro Office Building (MOB) Interior Renovation project, with proposals due September 3, 2026 at 2:00 p.m. Central Time and a pre-offer meeting on August 20, 2026. The solicitation carries a 15% Small Business Enterprise/Service-Disabled Veteran (SBE/SDV) requirement over the contract term, along with MBE and WBE participation goals of 6% and 2% respectively.

The scope encompasses full interior modernization and departmental restack of a four-story occupied office building at 800 2nd Avenue South, Nashville, Tennessee. Work includes interior demolition and replacement of finishes (carpet, tile, ceilings, walls, doors, hardware, casework), new LED lighting with occupancy sensors and controls, upgraded electrical distribution, and modifications to mechanical and plumbing systems. Restroom fixtures will be replaced, and infrastructure will support security, access control, and A/V systems to be provided under separate Metro contracts. The project is phased over three construction periods: December 2026–August 2027 (Phase 1), September 2027–May 2028 (Phase 2), and June 2028–January 2029 (Phase 3), with the building remaining occupied throughout.

The Guaranteed Maximum Price (GMP) target is $8 million, though Metro reserves the right to adjust final contract value. Pricing is submitted on a locked cost spreadsheet provided by Metro. The prime contractor must hold a Tennessee Building Construction (BC) license with a minimum monetary limit; mechanical, plumbing, HVAC, electrical, and roofing subcontractors must be individually licensed if their scope exceeds $25,000. Required insurance includes General Liability ($1 million per occurrence/$2 million aggregate), Automobile Liability ($1 million combined single limit), Workers' Compensation, Professional Liability ($1 million per occurrence/$2 million aggregate), and Builders Risk.

Proposals are evaluated on cost (40 points), qualifications and experience (30 points), and general management plan (30 points). Offerors must submit EBO documentation, subcontractor forms, vendor checklists, Metro Information Security Agreement questionnaires, and compliance affidavits. Award is anticipated in Fall 2026, with construction commencing in December 2026 and project completion targeted for January 2029. Questions are due August 24, 2026.
