About this opportunity

The County of Orange, John Wayne Airport is soliciting proposals for Construction Manager-at-Risk (CMAR) services for replacement and modernization of security systems, with proposals due July 30, 2026 and a mandatory pre-submittal meeting and site visit on July 9, 2026. A 3% Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) subcontractor participation mandate applies to projects exceeding $5 million; respondents certified as OCLSB or DVBE receive a 5% cost evaluation preference, and those certified as both receive 8%.

The scope encompasses installation of a new fiber-optic loop and supporting IT infrastructure, complete replacement of the existing video surveillance system with additional cameras, and complete replacement of the airport's access control system. Technical deliverables include site investigations across terminals, parking structures, and airfield; phasing and cutover planning to maintain airport operations; cost estimating; schedule development; design document reviews; and value engineering. The anticipated project cost is $45 million. Respondents must hold a California Class A Contractor's license and demonstrate five years of consecutive experience with security systems and IT infrastructure projects, including similar airport projects in California. Qualified personnel must be available for confined space entry work. Performance bonds and payment bonds, each in an amount equal to 100% of the construction contract value, are required within fourteen days of board award.

The contract includes both pre-construction and construction phases with a negotiated Guaranteed Maximum Price (GMP) structure. The CMAR will provide weekly coordination meetings and phased delivery to minimize operational disruption. Prevailing wage requirements under California Labor Code Section 1771.1 and certified payroll record-keeping apply. Questions are due July 17, 2026 at 2:00 p.m. Evaluation occurs in two phases: Phase 1 scores written responses on qualifications, work plan, staffing, financial condition, and safety record (500 points); Phase 2 scores presentations and interviews (400 points) and cost proposals (100 points), plus preference scoring (8 points). All proposals must be submitted electronically through the County's eProcurement Portal; facsimile and email submissions are not accepted.
