About this opportunity

The Greater Orlando Aviation Authority is requesting statements of qualifications for a Construction Manager at Risk (CMAR) entity to deliver the Airside 2 Wing Expansion Program at Orlando International Airport, with responses due November 9, 2026 and a mandatory site visit required by October 7, 2026 RSVP. This is a design-collaborate, design-assist, preconstruction, and full construction-administration engagement for a major aviation capital project. The Authority seeks a nationally recognized CMAR with demonstrated expertise in comparable aviation capital programs and preferred proficiency in modular, prefabricated, and off-site construction methodologies.

The scope encompasses Airside 2 Wing 8 construction, enabling work, apron and airfield improvements, passenger boarding bridges, concessions and retail spaces, and airline operational support areas, designed to provide up to nine additional Narrowbody Equivalent Gates and relocate two existing gates. The CMAR must establish a Project Management Information System with detailed monthly reporting on cost, schedule, progress, and small business participation; maintain a full-time on-site superintendent; and coordinate with the Authority's Authorized Representative, designer, and all subcontractors. Subcontracts exceeding $300,000 require competitive award unless exempted for direct purchases, local disadvantaged business (LDB) direct contracts, emergency work, or documented sole-source justifications.

Pricing is structured as a Guaranteed Maximum Price (GMP) for each project phase, with the CMAR responsible for direct work costs, general conditions, and a negotiated fee. The CMAR must maintain performance and payment bonds and comprehensive insurance, and comply with prevailing wage, nondiscrimination, occupational safety, and small business participation goals including VBE, LDB, and DBE programs. The project is federally funded through the Airport Improvement Program and subject to Title VI Civil Rights Act compliance. A non-mandatory pre-submittal meeting is October 9, 2026; questions are due October 23 at 12:00 p.m.; tentative selection-committee evaluation is scheduled for December 1, 2026; interviews are December 15; and anticipated Aviation Authority Board approval is January 20, 2027. Responses must be submitted electronically through https://procurement.opengov.com/portal/goaa; late submissions will not be accepted. Respondents must complete E-Verify verification, background checks for airport badge access, TSA and FAA security compliance, and drug-free workplace certification.
