About this opportunity

County of Ulster is requesting proposals for construction management services for a County-Wide Emergency Communications System Project spanning nine communication tower locations across Ulster County, New York, with proposals due August 7, 2026 at 4:00 p.m. The project is subject to MWBE participation goals of 15% MBE and 15% WBE participation and is funded in part through grant funding from the New York State Division of Homeland Security and Emergency Services.

The scope comprises pre-construction, construction, and closeout management for Phase 1 (six locations: Wawarsing, Rosendale, Belleayre, Kerhonkson, Sam's Point, and Marlborough) with Phase 1 targeted for completion by March 2027, and Phase 2 (three additional locations) targeted for completion by June 2029. Work includes oversight of new self-supporting towers, structural reinforcement of existing towers, prefabricated equipment shelters, backup power systems, site work, and technology integration. The Construction Manager must demonstrate experience constructing emergency communication towers, foundations, and shelters engineered to withstand extreme northeast weather conditions and will function as an extension of County staff. Detailed site plans and feasibility reports for multiple Phase 1 locations are attached.

The contract term is three years commencing November 1, 2026 through October 31, 2029, with a County option to renew for two additional one-year terms under identical prices and conditions. The County intends to award construction management services for all Phase 1 locations to a single responder. Responders must submit Phase 1 pricing on a not-to-exceed basis with separate not-to-exceed costs for each Phase 1 location and a total not-to-exceed cost for all Phase 1 locations. Phase 2 pricing should be provided as proposed hourly and/or daily rates with no guarantee of authorization. Fee proposals must identify proposed personnel or labor categories, hourly and/or daily rates, estimated hours and/or days, reimbursable costs, and anticipated allocation by project phase. All costs including labor, travel, equipment, administrative costs, overhead, and other expenses must be included.

Evaluation criteria are overall plan to provide required services (35 points), fee/pricing proposal (30 points), qualifications and experience (25 points), and understanding of County's goals and objectives (10 points). The County requires specified insurance coverage and compliance with all applicable federal, state, and local laws, including prevailing wage requirements and the Ulster County Living Wage Act for agreements of $50,000 or more annually. Addendum 1 to RFP-UC26-036 has been issued. No pre-proposal meeting is scheduled.
