About this file
This Tower Feasibility Report was prepared by Tectonic Engineering Consultants for Ulster County Department of Emergency Services to evaluate a proposed radio upgrade and installation facility at 118 Belleayre Ridge Road, Shandaken, New York. The project involves constructing a new equipment shelter measuring 35 feet by 18 feet within a compound extension adjacent to an existing 180-foot self-support tower owned by SBA. The facility design includes an elevated steel platform to accommodate the shelter due to site slope conditions, a diesel generator on a concrete slab within the compound, and utility connections to existing meter infrastructure on site. The feasibility study provides a comprehensive site plan with appendices detailing site layout, construction cost estimates, and photographic documentation of existing site conditions from multiple vantage points.
The total estimated cost for civil site improvements is $191,400, which encompasses concrete foundations, elevated steel platform construction, electrical components, earthwork, exterior improvements including fencing and gravel, and underground utilities. This cost estimate excludes equipment such as the shelter, generator, antennas, radios, and other apparatus to be provided by the County, and is based on RS Means 2026 cost data with included contingencies and overhead allocations. The permitting matrix indicates that the project requires NYC Department of Environmental Protection Watershed Approval due to the site's location within the NYC Watershed Pepacton Reservoir in the Catskill/Delaware Watershed, while other state and federal environmental reviews for wetlands, floodplains, and threatened or endangered species were determined to be not applicable based on site conditions and minimal tree removal requirements.

1.0 EXECUTIVE SUMMARY
Introduction The following is a Tower Feasibility Report prepared by Tectonic Engineering Consultants, Geologists
& Land Surveyors D.P.C. (Tectonic) for a new radio upgrade and installation for Ulster County for emergency services. The report includes a description and exhibit of the proposed site plan, an estimated cost breakdown of the civil components required to build out the proposed facility, and a matrix of the required approvals required to be obtained prior to construction.
Existing Property The tower facility is located at 118 Belleayre Ridge
Rd, Shandaken, NY 12406 (Tax ID 3-1-15). The current property is undeveloped woodland.
However, there is an existing 180 foot tall self-support tower owned by SBA.
Proposed Facility Since the tower is existing, Ulster County is proposing a new equipment shelter in a new
35’x18’ compound extension off the existing compound. Due to the slopes in the area, an elevated steel platform is proposed to support the shelter. A proposed diesel generator is proposed on a concrete slab on grade within the compound. This extension will be located towards the east of the existing compound. The utilities are existing and can be tapped into the existing meter bank on site.
2.0 Permitting Matrix
The following is a breakdown of the required approvals that will be required for the proposed facility:
Belleayre Site
Permit Items

3.0 Estimated Cost of Construction
Refer to Appendix B for an Estimated Cost of Construction Summary. The total estimated cost of construction will be $191,400.00 for the civil site plan improvements required including contingency and overhead costs. This site has significant cost savings by utilizing the existing access drive and cleared space available for the new compound. This cost does not include equipment costs: shelter, generator, antennas, radios, etc.
