About this file
This is a Tower Feasibility Report prepared by Tectonic Engineering Consultants for the Ulster County Department of Emergency Services regarding a proposed communication tower facility upgrade at 6140 US 209, Kerhonkson, NY 12404. The report outlines plans to enhance an existing 150-foot American Tower Corporation monopole by extending it 20 feet to a total height of 170 feet to accommodate new radio equipment for Ulster County emergency services. The proposed improvements include installation of a new 25-foot by 25-foot equipment shelter and compound extension to house a generator and propane tank, with utilities to be tapped into the existing on-site meter bank. The facility is located on mining land with undeveloped woodland and an existing solar field. The permitting matrix indicates minimal regulatory requirements, as the project involves disturbance of less than one acre and poses no impact to watersheds, regulated wetlands, watercourses, or threatened or endangered species, though final design review of these considerations is recommended.
The estimated total cost for civil site work improvements is $101,000, which includes contingency and overhead costs but excludes equipment such as the shelter, generator, antennas, radios, and cables to be provided by the County. Cost breakdowns include concrete foundations at $9,851, electrical work at $12,730, earthwork at $3,406, exterior improvements at $15,957, and utilities at $27,000, with additional allocations for project overhead (10 percent), general contractor profit (5 percent), overtime contingency (15 percent), and general contingency (10 percent). Cost estimates are based on the August 16, 2024 site plan and RS Means 2026 pricing data. Significant cost savings are attributed to utilization of the existing access drive and cleared compound space. The collocation arrangement with American Tower Corporation, which will manage the tower extension, provides additional operational and financial efficiency for the County.

1.0 EXECUTIVE SUMMARY
Introduction The following is a Tower Feasibility Report prepared by Tectonic Engineering Consultants, Geologists
Existing Property The tower facility is located at 6140 US 209, Kerhonkson, NY 12404 (Tax ID 76.1-2-17). The current property is characterized as mining land with undeveloped woodland. However, there is an existing 150 foot tall monopole tower owned by American Tower Corporation (ATC). There is an existing solar field southwest of the existing tower compound.
Proposed Facility Since the tower is existing, Ulster County is
& Land Surveyors D.P.C. (Tectonic) for a new radio upgrade and installation for Ulster County for emergency services. The report includes a description and exhibit of the proposed site plan, an estimated cost breakdown of the civil components required to build out the proposed facility, and a matrix of the required approvals required to be obtained prior to construction.
proposing a new equipment shelter within the existing compound. A new 25ftx25ft compound extension will be required for the proposed generator and propane tank. This extension will be located towards the east of the existing compound. The utilities are existing and can be tapped into the existing meter bank on site. The existing tower is proposed to have a 20' extension to a new height of 170 ft. It is understood that the owner of the tower will handle this proposed extension and Ulster County will consider this as a collocation site.
