The West Virginia Department of Administration Purchasing Division, on behalf of the Adjutant General's Office, Division of Engineering and Facilities, is soliciting bids for complete HVAC system replacement at the Logan/Mingo Armed Forces Readiness Center in Holden, West Virginia, with bids due July 14, 2026, at 1:30 PM EST and a mandatory pre-bid meeting and site walk-through on June 30, 2026, at 10:30 AM EST. The scope is removal of existing rooftop HVAC equipment and installation of a Variable Refrigerant Flow (VRF) system with new Trane and Mitsubishi units (or equal), direct digital controls (ASI Controls or equal basis of design), electrical and natural gas reconnections, independent air balancing, crane services, eight hours of owner staff training, and a one-year warranty from substantial completion. The contractor must provide all labor, materials, equipment, permits, waste disposal, and site cleanup. Work must comply with Federal, State, and Local regulations, State Fire Marshall requirements, and ATFP standards. The equipment schedule specifies detailed VRF equipment configurations including seven outdoor units ranging from 96,000 to 168,000 BTU/H capacity, 62 remote controllers, multiple indoor units in ceiling cassette and wall-mounted configurations, refrigerant piping over 1,800 linear feet, condensate pumps, valves, and associated controls. All contractor personnel must meet Army installation access and background check requirements. The West Virginia Army National Guard reserves the right to retain selected removed equipment prior to work commencement.
