About this opportunity
The West Virginia Department of Administration Purchasing Division is issuing a Centralized Request for Quote (CRFQ) for statewide elevator preventive and corrective maintenance services across all West Virginia Army National Guard facilities, with bids due August 27, 2026 at 1:30 p.m. EST. A mandatory pre-bid meeting is scheduled for July 29, 2026 at 10:00 a.m. EST in Charleston.
Vendors must be licensed elevator contractors authorized by applicable manufacturers, hold NEIEP certification or equivalent, and demonstrate two or more years of successful experience maintaining elevator systems of the same type and magnitude currently used by the Agency within the past five years. Vendors must maintain a minimum 80% passing rate for annual elevator inspections and provide 24-hour emergency telephone service with four-hour response commitment during normal business hours and two-hour response for emergencies. All work must comply with ASME A17.1/CSA B44 standards.
Scope includes monthly preventive maintenance on a scheduled basis, corrective maintenance on an as-needed basis with emergency response, and safety inspections and testing. Pricing for preventive maintenance is a flat monthly fee per elevator; corrective maintenance is billed hourly plus parts using a vendor-provided cost multiplier. The contract specifies a not-to-exceed total payment ceiling of $500,000 across the initial term, any renewal terms, delivery orders, and change orders. Vendors must conduct field verification of equipment at each building during the two-week period following the pre-bid meeting. All parts, tools, equipment, expendable materials, travel, and mileage costs are the vendor's responsibility at no charge to the Agency.
