About this opportunity
The West Virginia Department of Administration Purchasing Division is soliciting sealed bids for complete renovation of the Sergeant Major's Cottage at Camp Dawson in Kingwood, West Virginia on behalf of the West Virginia Army National Guard, with bids due September 9, 2026 at 1:30 PM EST and a mandatory pre-bid meeting on August 26, 2026 at 10:00 AM EST.
Vendors must have successfully completed at least five similar projects and must attend the mandatory pre-bid meeting at Camp Dawson Training Site (Building 301-Post Engineering, 240 Army Road, Kingwood, WV 26537); failure to attend results in bid disqualification. All work must comply with federal Davis-Bacon wage rates, as the project is federally funded in whole or in part, and comply with local labor market hiring provisions requiring 75% of employees to be hired from the local labor market area. Vendors must possess a valid West Virginia contractor's license and be registered with the West Virginia Department of Tax and Revenue.
The scope encompasses selective demolition and comprehensive renovation of a 2,759-square-foot residential facility to accommodate 14 occupants across seven bedrooms. Work includes mechanical systems, plumbing upgrades, electrical service, fire protection (automatic sprinkler and fire alarm systems), HVAC installation, domestic gas water heater with recirculation, exterior envelope improvements (fiber cement siding, adhered stone veneer, new windows and doors, concrete sidewalk replacement), and interior finishes (luxury vinyl tile, ceramic tile, carpet tile, gypsum wallboard, painted finishes). The design adheres to 2015 International Building Code, 2018 NFPA standards, and ASHRAE 90.1-2013 energy code for climate zone 5. One alternate bid item covers crawl space access door and concrete porch slab. The mechanical contractor must provide complete HVAC maintenance and service for two years following substantial completion.
Bidders must submit a 5% bid bond; the successful contractor must provide performance and labor/material payment bonds each equal to 100% of contract value. Liquidated damages are $1,500 per day of delay plus $1,250 fixed cost for Staff Judge Advocate review. Pricing must be honored for 60 days from bid opening. Vendor questions are due September 2, 2026 at 11:00 AM EST. David H. Pauline is the buyer: 304-558-0067 or david.h.pauline@wv.gov.
