About this file

This is a Project Manual (Volume 2) for construction renovation work being undertaken by the West Virginia Army National Guard at Camp Dawson in Kingwood, West Virginia. The document serves as a detailed specification guide prepared by ZMM, Inc. (Project Number 24116) dated August 10, 2026, and addresses the comprehensive renovation of the Sergeant Major's Cottage facility. The project encompasses extensive work across multiple construction divisions, including mechanical systems (Division 20-25), plumbing (Division 22), fire suppression (Division 21), HVAC (Division 23), electrical (Division 26), communications (Division 27), fire alarm systems (Division 28), site work (Divisions 31-33), and interior/exterior finishes. The specifications detail products, materials, and installation requirements for equipment such as motors, variable frequency drives, expansion joints, sleeves, piping systems, dampers, thermometers, pressure gauges, and various HVAC and plumbing components from approved manufacturers.

The specifications establish detailed performance requirements, quality assurance standards, and execution protocols for the contractor performing the work. The mechanical contractor is required to provide complete HVAC maintenance and service for a two-year period following substantial completion, with the first year covering warranty-period equipment replacement and the second year continuing preventive maintenance. All work must comply with applicable codes including OSHA, NFPA, the International Electrical Code, International Fire Code, International Mechanical Code, and International Plumbing Code, as well as ASHRAE Standard 90.1 for energy efficiency. The document specifies coordination requirements among all trades, detailed testing and commissioning protocols, record documentation procedures, and training requirements for owner's maintenance personnel. Factory-authorized startup and certification are mandated for variable frequency drives, and comprehensive operation and maintenance manuals must be provided for all mechanical equipment and systems upon project completion.
