About this opportunity
The West Virginia Department of Administration Purchasing Division on behalf of the Adjutant General's Office is soliciting construction bids for repair of the ASP (Ammunition Supply Point) perimeter fence at Camp Dawson in Kingwood, West Virginia, with bids due September 9, 2026, and a mandatory pre-bid meeting on August 26, 2026.
The scope involves adding approximately 94 cubic yards of gravel and applying grout along the bottom of approximately 1,260 linear feet of existing fence to meet Army Regulation 190-11 security standards — a six-foot fence height with the bottom extending two inches into firm ground. The contractor is responsible for all labor, materials, equipment, supplies, permits, cleanup, waste disposal, and testing. A one-year warranty on all parts, labor, and materials is required. The contractor must provide as-built drawings and field notes within 30 days of government final acceptance and submit operation and maintenance manuals and system certification documentation upon project completion.
Bids are awarded to the lowest qualified responsible bidder on a firm fixed-price basis. A bid bond equal to 5% of the total bid amount is required, along with performance and labor/material payment bonds each equal to 100% of the contract value prior to award. Vendors must honor pricing for 90 days from bid opening. Liquidated damages are assessed at $1,500 per day of delay plus a one-time fixed cost of $1,250 for Staff Judge Advocate review if work is not completed by the contract completion date. The contractor must designate a primary contract manager, maintain contractor visitor badges and personnel lists, and submit progress meeting minutes within three business days of each meeting.
Pre-bid attendance is mandatory and requires a REAL ID for facility access. Technical questions are due August 31, 2026, at 11:00 AM EST. Award is contingent upon receipt of federal funding.
