About this opportunity
The West Virginia Department of Administration Purchasing Division, procuring on behalf of the Adjutant General's Office, is requesting quotes for construction services at Camp Dawson Armed Forces Reserve Center in Kingwood to renovate blinds and carpet, with quotes due September 9, 2026 at 1:30 p.m. EST. A mandatory pre-bid meeting was held August 27, 2026 at 2:00 p.m. EST at Building 301 on the Camp Dawson Training Site; attendance is required for bid eligibility. Addendum No. 1 revised the scope of work and requires vendors to provide a sign-in sheet from the mandatory pre-bid meeting.
The scope includes installation of new carpet covering approximately 10,060 square feet with specified nylon tile specifications (24" × 24" Grade A, style #54917 in color #00510, dye lot X2463), installation of new blinds on approximately 60 windows using manually operated dual roller shades (Graber brand or approved equal, comprising one mesh solar shade with three percent openness and one blackout shade), removal and disposal of existing carpet and blinds, and furniture movement. The contractor must obtain all permits, perform daily site cleanup, coordinate with the Agency Project Manager, provide employee background checks, maintain one-year warranty on parts and labor, and submit as-built drawings and field notes within 30 days of completion. Liquidated damages are assessed at $1,500 per day of delay plus a one-time fixed cost of $1,250 for Staff Judge Advocate review.
Vendors must hold a valid West Virginia contractor's license and possess at least three years of experience with three completed projects involving carpet and blind installation. A REAL ID is required for facility access. Bid bonds equal to five percent of the total bid amount and performance and labor/material payment bonds equal to 100 percent of the contract value upon award are required. The contract is a one-time purchase with a term running from encumbrance until completion, not to exceed one fiscal year. The contract award is contingent upon receipt of federal funding. Technical questions are due September 2, 2026 at 11:00 a.m. EST. The contracting officer is David H. Pauline at 304-558-0067 or david.h.pauline@wv.gov. Bid pricing must remain firm for 90 days from bid opening.
