About this opportunity
The West Virginia Department of Administration Purchasing Division, on behalf of the Adjutant General's Office, Division of Engineering and Facilities, is requesting quotes to construct Billeting and RTI Domestic Hot Water Systems Improvements at Camp Dawson in Kingwood under CRFQ 0603 ADJ2700000002, with bids due August 4, 2026 at 1:30 p.m. EST and mandatory pre-bid attendance required on July 22, 2026 at 10:00 a.m. EST.
Bidders must hold a valid West Virginia contractor's license, demonstrate at least five prior projects involving similar work, and comply with Davis-Bacon wage requirements and local labor market hiring requirements (75 percent of employees from the local labor market for projects exceeding $500,000). The scope encompasses demolition and installation of complete domestic plumbing systems across ten sequenced phases in eight wings, including Type K copper piping with soldered or mechanically pressed fittings, replacement of circuit setters with circuit solvers, installation of wing isolation valves on hot water and return lines, new water softener systems and expansion tanks, and thermostatic flow control devices. All work must comply with the International Plumbing Code, International Mechanical Code, and International Fuel Gas Code. Pressure testing of domestic water piping must be performed with water only; air testing is prohibited. The design was prepared by Miller Engineering, Inc.
The bid form includes eight lump-sum line items: General Conditions and Bonds, Mobilization/Demobilization, General Project Administration, Project Quality Control, Demolition, Concrete, Plumbing, and Electrical. Bidders must submit a bid bond equal to 5 percent of total bid amount; apparent successful bidders must provide performance and labor/material payment bonds each equal to 100 percent of contract value. Progress payments will be made monthly based on percentage of completion, with 10 percent retainage held until substantial completion. Liquidated damages are $1,500 per day of delay plus a one-time $1,250 fixed cost for Staff Judge Advocate review if work is not completed by the contract completion date. Technical questions are due July 28, 2026 at 11:00 a.m. EST. Contact David H. Pauline, buyer, at 304-558-0067 or david.h.pauline@wv.gov.
