The engineering estimated budget is $408,000. The contractor must begin work within fifteen calendar days of the Notice to Proceed and achieve substantial completion within a City-determined timeframe, with full completion within thirty days thereafter. Liquidated damages are $1,000 per calendar day for delays beyond substantial completion.
Evaluation is weighted: proposed price or cost (40 points), quality of goods or services (20 points), ability and qualifications of professional personnel (10 points), time for completion and project scheduling (10 points), reputation and past relationship with the City (10 points), financial capability (5 points), and safety record or Experience Modification Rate score (5 points).
Bid security of 10 percent and performance and payment bonds each equal to 100 percent of contract price are required from Texas-licensed surety companies. Prevailing wage is $16.85 per hour minimum under Texas Government Code Chapter 2258. The contractor must maintain commercial general liability, automobile liability, and workers' compensation insurance, and all-risk builder's risk insurance at 100 percent of project value.
