About this opportunity
The Washington County Department of Environmental Management is requesting quotations for the installation of sludge feed pumps at the Conococheague Wastewater Treatment Plant, with quotations due July 22, 2026. The County will supply two Moyno 2000 Series pumps (size 1H175) and requires the selected contractor to perform all piping modifications, electrical connections, mounting modifications, mechanical seal water setup, and installation materials; the County retains responsibility for Variable Frequency Drive installation and power disconnection/reconnection.
Bidders must be incorporated in Maryland or registered with the Maryland Department of Assessments and Taxation as a foreign corporation in good standing and must certify non-debarment status. A pre-quotation conference and site visit tour will be held at the Washington County Division of Environmental Management, Public Conference Room in Williamsport, with dates and times published online; this is the only authorized site visit. Quotations must be submitted exclusively through https://washco-md.ionwave.net by the published deadline.
Work must be completed within sixty consecutive calendar days after notice of award, with the County anticipating issuance of a Notice to Proceed (purchase order) within fourteen days of cost proposal approval. A twelve-month warranty effective upon installation and successful operation is required, with a County-arranged vendor representative on-site for pump start-up verification. Liquidated damages of $50.00 per calendar day apply for failure to meet the completion deadline.
Insurance requirements include Workers' Compensation (statutory limits), Comprehensive General Liability ($1,000,000 combined single limit), and Business Automobile Liability ($1,000,000 combined single limit), with certificates of insurance required prior to purchase order issuance and no later than twenty-four hours after the quotation deadline. Payment is net thirty calendar days following satisfactory completion and acceptance, with invoices submitted in duplicate to the Department of Water Quality in Williamsport. The County is exempt from Maryland State Sales Tax and will provide a sales tax exemption certificate. Award will be made to the responsible, responsive low quoter based on total cost.
