About this opportunity

Oklahoma Panhandle State University (OPSU), procuring through the Office of Central Procurement on behalf of the Office of Information Technology, is requesting proposals for a comprehensive campus-wide security camera and video management solution under RFP, with proposals due August 7, 2026 at 3:00 PM CDT and a mandatory pre-bid site visit on July 21, 2026 at 10:00 AM at the Sewell-Loofbourrow Conference Room on the OPSU campus in Goodwell, Oklahoma.

The scope is a turnkey, integrated security system encompassing cameras, mounting hardware, recording infrastructure, software licensing, network connectivity, installation labor, configuration, testing, commissioning, documentation, training, warranty, preventative maintenance, and long-term support. Interior coverage spans Holter Hall, apartments, science buildings, Hamilton Hall, Carter Building, Physical Plant, Sewell Hall, McKee Library, Anchor D Arena, Student Union, Noble Center, Hesper Hall, Hefley Hall, and Hughes Strong Hall. Outdoor systems cover parking lots, roadways, and entry points. The specification document itemizes specific Hanwha Vision camera models and quantities (dome, fisheye, multi-directional, and bullet-style) for each location. Implementation is organized into five phases over approximately twelve weeks following the Notice to Proceed.

The initial contract term is five years with optional one-year renewals. As a constitutional entity of the State of Oklahoma, OPSU is exempt from sales, use, and excise taxes; all pricing must be exclusive of such taxes. The resulting contract may be extended to other Oklahoma public entities through cooperative procurement authority, and vendors should consider pricing models accounting for potentially higher volumes.

Evaluation uses a "Best Value" methodology considering qualitative criteria (scope of work, experience and qualifications, schedule and timing, added value) and cost via competitive range methodology. Bidders must submit audited annual reports for the last two years, provide references from at least three similar projects preferably within higher education, and include detailed cost breakdowns of licensing, implementation, training, maintenance, and support. Payment terms are Net 30, FOB Destination to OPSU. Questions are directed to Tara Alexander, CPO, at tara.d.thomas@okstate.edu or (405) 744-5984; technical questions must be submitted through the online Question and Answer board.
