About this opportunity

The City of Chula Vista, California is requesting proposals for a compliance monitoring software solution to support affordable housing compliance programs serving more than 2,400 units across 38 properties, with proposals due October 7, 2026 at 12:00 p.m. PST under RFP P01-2027. Questions are due September 9, 2026, with responses by September 16. Presentations and interviews are scheduled for November 16–20, 2026, with consultant selection by November 20.

The software must be an existing, production-ready platform already in use by other public agencies. The system must support monitoring and regulatory compliance across multiple affordable housing programs including HOME Investment Partnerships, CDBG, exempt facility bonds, redevelopment requirements, inclusionary housing, and California Density Bonus Law properties. Scope includes software implementation and configuration, data migration, user training and stakeholder support, system maintenance and technical support, and reporting and compliance monitoring functionality. Vendors must complete the City's Vendor Risk Assessment Questionnaire, comply with the Privacy Ordinance and cybersecurity standards, and provide five client references for similar services to public agencies. Minimum qualification is five years of city-specific public sector experience.

Contract term is 18 months for new vendors with up to four one-year renewal options at the City's discretion. If the current software provider is selected, the initial term may be 42 months with up to two one-year renewal options. The agreement is anticipated to become effective January 1, 2027. Proposals must provide annual subscription fees (specifying enterprise-wide or per-user pricing), one-time implementation or setup fees, and maintenance and software update costs. Cost proposals must clearly document pricing assumptions, delineate one-time versus recurring costs, specify annual escalation caps, and provide separate rate cards for future scaling.

Vendors must obtain a valid City Business License, maintain general liability insurance of $2,000,000 per occurrence, and comply with the City's Environmentally Preferable Purchasing requirements. The City prefers payment via J.P. Morgan's Single-Use Accounts virtual card program or EFT/ACH, with payment made within 30 days. All technical documents, computer programs, patents, and copyrights developed become exclusive City property.
