About this opportunity
The Minnesota Department of Administration, acting on behalf of the Minnesota Department of Veterans Affairs, is seeking proposals for a comprehensive communication device solution to be deployed across four Minnesota Veterans Homes located in Bemidji, Montevideo, Preston, Hastings, and Minneapolis. The procurement involves approximately 195 communication units designed to enhance healthcare professionals' ability to communicate, coordinate care, and respond to resident call lights efficiently. The solution must allow staff from various departments to communicate through unique department "channels" and integrate with the existing resident call light system to reduce response times and improve emergency communication capabilities. Mandatory requirements include hands-free functionality, potential cloud-based or on-premises deployment, and compatibility with the current Cisco Unified Communication Manager (CUCM) release 14SU3 PBX system. Key submission deadlines include a mandatory site visit registration by October 17, 2024, a question submission deadline of October 30, 2024, and a proposal due date of December 2, 2024, at 3:00 PM Central Time. Evaluation criteria will encompass acceptance of state terms, work plan specifications, product accessibility, and overall cost. Proposals must be submitted exclusively through the SWIFT Supplier Portal, with no electronic or email submissions accepted.
The state has implemented several set-aside and preference provisions to encourage diverse vendor participation, including offering up to 12% preference points for certified veteran-owned small businesses. Eligible targeted group, economically disadvantaged, and veteran-owned businesses will receive additional consideration during the evaluation process. The technical infrastructure involves a shared Cisco Unified Communication Manager system with Cisco 9800 wireless LAN controllers and Cisco 9120 access points, requiring vendors to propose solutions that can effectively integrate with this existing environment. The contract term is anticipated to run either from December 2024 through November 2026 with potential three-year extensions or from December 2024 through November 2029 with no extension options, at the state's discretion. The estimated annual contract value ranges between $150,000 and $250,000. Quality of Service (QOS) will be supported for audio and mobile devices, and vendors may be required to provide samples and product documentation prior to final award. The state reserves the right to select the contract term and vendor that best meets its operational needs and represents the most advantageous overall solution.
