About this file

This is Addendum #3 to a solicitation from the Minnesota Department of Administration's Office of State Procurement for Communication Devices for Healthcare Facilities at MN Veterans Homes. The addendum extends the proposal due date from November 25, 2024, to December 2, 2024, at 3:00 PM CT. The solicitation seeks approximately 195 communication devices to be distributed across multiple Veterans Home locations: Hastings (25 units), Minneapolis (10 units), Bemidji (60 units), Montevideo (60 units), and Preston (40 units).

The technical environment consists of a Cisco Unified Communication Manager (CUCM) release 14SU3 PBX system shared across all locations, with Cisco 9800 wireless LAN controllers and Cisco 9120 access points. The state prefers that devices have their own gateway with the PBX used only for trunk interconnection as needed. QOS is supported for audio/mobile devices, and floor plans are available for DECT radio placement if that solution is proposed. The addendum also includes clarifications about the WiFi infrastructure and technical requirements through a Q&A format.

This addendum containing the following revisions, additions, deletions, or clarifications is hereby made part of the Solicitation, including the Sample Contract and Exhibits if applicable.

The purpose of this addendum is to revise the due date and time of the Solicitation and respond to questions received by the deadline stated in the Solicitation.

Responders acknowledge receipt of this addendum by responding to SWIFT Event No. G0210-2000016316, Version 4 (or more recent version) by the solicitation due date and time.

ADDENDUM

I. The State extends the due date and time of the Solicitation from November 25, 2024, 3:00 PM CT, to December 2, 2024, 3:00 PM CT.

II. Below are the State’s responses to questions received by the deadline stated in the solicitation.

Q1. Is there one PBX that is shared for all 4 of the referenced sites that are inclusive to the BID?

A1. Each of the listed locations use the same PBX system, see the response to Question 2 below.

Q2. If so, what is the PBX type and Software and Hardware version in production?

A2. Cisco Unified Communication Manager (CUCM), release 14SU3, build 14.0.1.13900-155.

Q3. If not, what are the PBX type(s) including SW/HW in production at each site?

A3. N/A

Q4. If a Wifi solution is proposed for the wireless devices to register to, what is the existing WiFi system type and SW/HW level in production?

A4. The existing system is Cisco 9800 wireless Lan controllers with Cisco 9120 access points.

Q5. Is the WiFi QOS (Quality of Service) maximized for audio/mobile audio devices?

A5. Yes, the QOS is supported.

Q6. If a DECT solution is proposed, are floor plans available for radio placement so they can be included in the Bid? DECT is a dedicated Radio network for mobile devices to connect to if WIFI network is not to be used, either due to owner request, or when the desire to keep voice traffic off of the WIFI is desired for any reason.

A6. Floor plans are available and are attached for each site. Please see Addendum 3, Attachment 1 Floor Plans.

Q7. Are the proposed endpoints to be registered as extensions on the site PBX(s) or is a solution desired where the endpoints (mobile devices) are registered on their own gateway?

A7. It is preferred the devices have their own gateway and the PBX (CUCM) is only utilized to allow a trunk to interconnect to phones on the PBX as necessary.

Q8. Of the approximate number of endpoints (195) enumerated in the scope, is there a breakout as to how many each site is to receive? This question is more relevant if the sites are not interconnected through their PBX.

A8. Site/location breakdown of devices is noted below:

MN Veterans Home – Domiciliary Program (Hastings and Minneapolis Campus) – 25 (Hastings) and 10 (Minneapolis)

MN Veterans Home – Bemidji – 60

MN Veterans Home – Montevideo – 60

MN Veterans Home – Preston - 40
