About this opportunity

The Virginia Department of Environmental Quality is requesting proposals for Commonwealth Wastewater Infrastructure Needs Assessment (CWNA) and Clean Watersheds Needs Survey (CWNS) data collection, analysis, and reporting services, with proposals due October 9, 2026 at 3:00 PM EST and an optional virtual preproposal conference on September 21, 2026.

A mandatory Small Business Subcontracting Plan is required for all prime contracts exceeding $100,000 unless the solicitation is set-aside for small businesses or no subcontracting opportunities exist. All vendors must register in eVA and pay applicable transaction fees (1% capped at $1,500 for non-small businesses).

The scope encompasses statewide data collection, validation, and analysis across wastewater infrastructure, stormwater infrastructure, nonpoint source controls, and decentralized wastewater treatment facilities. The contractor must review federal and state guidance, develop approved data collection methodologies, collect and validate technical and needs data from municipalities and utilities, complete the 2027 CWNA Report, and support EPA's 2027 CWNS data entry and submission. Work is organized in six tasks spanning from review (15 calendar days) through project completion, with milestone dates ranging from December 16, 2026, through December 31, 2027.

The initial contract period is one year with one optional one-year renewal. This is a requirements-based contract with no guaranteed minimum purchase commitment from DEQ. Pricing is evaluated as 20 of 100 points; approach and methodology account for 40 points, experience and qualifications for 20 points, and Small Business Subcontracting Plan compliance for 20 points. Offerors must submit firm fixed prices or lump sum amounts for all six tasks on the provided Excel price schedule template (Attachment F), including fully loaded hourly rates with all overhead, travel, materials, and administrative costs embedded. The Commonwealth may negotiate with multiple qualified offerors prior to final selection based on best value. Standard insurance is required: workers' compensation, commercial general liability of $1 million per occurrence, and errors and omissions/professional liability insurance of $1 million per claim with $2 million annual aggregate.
