About this opportunity

The Kansas Department for Aging and Disability Services (KDADS), Behavioral Health Services Division, is requesting competitive proposals for statewide Coalition Capacity Building and Support, Technical Assistance, and Training Services to community coalitions engaged in substance use prevention and behavioral health initiatives, with proposals due July 29, 2026 at 2:00 p.m. CST.

Vendors must demonstrate a minimum of five years of experience in substance use prevention, public health, or behavioral health systems, with documented experience providing technical assistance and training to community coalitions. Knowledge of the Strategic Prevention Framework, evidence-based prevention practices, and federal prevention funding requirements is required.

The scope encompasses customized technical assistance to Kansas coalitions; coalition development, infrastructure, and sustainability planning support; and training delivery on evidence-based prevention strategies, coalition development, data-driven decision-making, and federal grant compliance through in-person and virtual formats. Vendors must ensure statewide coordination and alignment with the Strategic Prevention Framework and federal prevention priorities.

The contract period runs from October 1, 2026 through June 30, 2027, with one optional renewal period of twelve months (July 1, 2027 through June 30, 2028) contingent upon funding availability and satisfactory performance. The cost proposal template includes personnel, fringe benefits, travel, equipment, supplies, contractual services, building costs, training, and three customizable "Other" line items; detailed budget narratives are required.

Technical proposals are limited to ten pages and must include the vendor's approach, understanding of the Kansas prevention system, comprehensive staffing plan, work plan with timelines, and an evaluation plan with key performance indicators. This is a negotiated procurement; a Procurement Negotiation Committee will evaluate proposals and may require selected bidders to appear for negotiations. Questions are due July 8, 2026. Mandatory compliance requirements include State of Kansas bidder registration, a Tax Clearance Certificate, immigration reform and sexual harassment certifications, and certification that the company is not engaged in a boycott of Israel or procurement of covered telecommunications equipment from foreign adversaries. Payment terms are Net 30 days.
