About this file
This is an Amendment One (1) Questions and Answers document issued by the Kansas Office of Procurement and Contracts on behalf of the Kansas Department of Aging and Disability Services (KDADS), Behavioral Health Services Division, for Event Number EVT0010866 regarding Coalition Capacity Building & Support, Technical Assistance, and Training Services. The procurement seeks qualified vendors to provide statewide services to community coalitions engaged in substance use prevention and behavioral health initiatives. Proposals are due July 29, 2026 at 2:00 p.m. CST. The contract period runs from October 1, 2026 through June 30, 2027, with one optional renewal period of twelve months (July 1, 2027 through June 30, 2028) contingent upon funding availability and satisfactory performance. The procurement is non-set-aside, meaning only one vendor will be selected. Vendors must identify any proposed subcontractors in their bid submission and clearly describe their proposed staffing structure and personnel arrangements in accordance with the Scope of Work and deliverables.
Budget proposals should utilize the cost sheet template provided in the RFP packet, which includes personnel, fringe benefits, travel, equipment, supplies, contractual services, building costs, training, and customizable line items. Bidders are encouraged to present fully loaded rates and include budget justification narratives, which will not count toward the page limit. The specific funding amount available cannot be disclosed prior to contract award, though costs may be negotiated as needed. This work is funded through the SAMHSA SUPTERS Primary Prevention federal block grant. The incumbent contractor information, including length of service and rates, is available on the eSupplier portal under Contract 48633. Virtual participation is permitted for prevention meetings, interagency collaboration activities, and strategic planning efforts, with Teams as the prepared platform and Zoom as an alternative. Continuing Education Units are not required for all trainings under the scope of work.
