About this opportunity

Colorado Mesa University is seeking qualified high-voltage electrical contractors to extend the West Radial Circuit on its 13.2 kV primary electrical distribution system located on the main campus in Grand Junction, Mesa County, Colorado. The procurement involves construction services for electrical infrastructure expansion across three specific project areas: Centennial Electric, Dining Hall Electric, and Davis House Electric. Key deliverables include pulling approximately 800 feet of new cable, setting a PMH-9 switch cabinet, extending power to transformers, and coordinating with construction teams for residence hall and dining hall projects. The solicitation requires contractors to work with pre-existing infrastructure, including already-placed conduit, vaults, switchgear, and transformers. Bidders must submit their quotes through the Rocky Mountain E-Purchasing System, with proposals due on October 10, 2025, at 9:00 AM MST. A pre-bid conference is scheduled for September 30, 2025, at 11:30 AM MST. Evaluation criteria will likely include technical capability, compliance with state labor requirements, and ability to meet project specifications within the designated 77-calendar-day completion timeframe.

The contract opportunity appears to have a preference for Colorado resident bidders and Colorado labor. Contractors must be registered to do business in Colorado and for construction values of $50,000 or greater, must provide a Bid Bond and Power of Attorney not less than 5% of the total bid. The project has a total appropriated budget of $150,000, covering professional services, construction improvements, project contingencies, furnishings, movable equipment, and miscellaneous expenses. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the solicitation emphasizes compliance with state employment verification programs and governmental regulations. Contractors will need to demonstrate robust insurance coverage, including workers' compensation, commercial general liability, and automobile liability insurance with specified minimum coverage amounts. The university reserves the right to disqualify vendors, negotiate terms, and award contracts to vendors that best meet their requirements, with a strong emphasis on technical competence and regulatory compliance.
