About this file

This document is a State of Colorado Office of the State Architect Documented Quote solicitation issued by Colorado Mesa University for a medium voltage electrical infrastructure project. The university is seeking qualified high-voltage electrical contractors to extend the West Radial Circuit on its 13.2 kV primary electrical distribution system located on the main campus in Grand Junction, Colorado. The project involves extending electrical infrastructure across three specific areas: Centennial Electric (pulling approximately 800 feet of new cable and setting a PMH-9 switch cabinet), Dining Hall Electric (extending power 600 feet north to a transformer), and Davis House Electric (pulling wire to a new transformer). The solicitation was published on 9.26.25, with a pre-bid conference scheduled for 9.30.25 at 11:30AM MST, and quotes are due on 10.10.25 at 9:00AM MST via the Rocky Mountain E-Purchasing System website. The anticipated contract start date is 10.13.25, with a total project completion time of 77 calendar days.

The project has several notable financial and procedural specifications, including a preference for Colorado resident bidders and Colorado labor. For construction values of $50,000 or greater, a Bid Bond and Power of Attorney is required in an amount not less than 5% of the total bid. The total appropriated budget for the project is $150,000, which covers professional services, construction/improvements, project contingencies, furnishings, movable equipment, and miscellaneous expenses. Contractors must be registered to do business in Colorado and will be evaluated based on their ability to comply with state labor requirements, provide necessary documentation, and meet technical specifications. All conduit and vaults are currently in place, with switchgear, transformers, and transformer bases already on site and ready for installation.
