About this opportunity
The City of Aurora, Colorado is requesting proposals for Construction Manager/General Contractor (CMGC) preconstruction and construction services for the Paul Tauer Council Chambers Accessibility Improvements Project, with proposals due August 13, 2026 at 3:00 PM Mountain Time. The project carries a mandatory 80% Colorado labor requirement and an SBE participation mandate requiring large businesses awarded contracts over $250,000 to make a good faith effort to award at least 10% of subcontracting dollars to qualified SBEs.
The scope covers preconstruction and construction services for approximately 6,000 square feet of council chamber renovation addressing ADA accessibility deficiencies, including new ramps, floor raising, dais modifications, seating replacement, and related improvements. During the predesign phase, the selected contractor will provide input on schedule, work phasing, constructability, cost estimates, value engineering, and related support. The estimated project cost ranges from $1.03 million to $1.56 million. Construction is anticipated to begin January 2027 following a nine-month preconstruction phase.
Proposers must demonstrate bonding capacity for the estimated $1.5 million project cost and adequate insurance coverage. Out-of-state corporations must obtain authorization to conduct business in Colorado. Contractors must obtain an Aurora Business License and Colorado Contractors License prior to contract award and provide background checks on all employees accessing the municipal center site.
Phase 1 evaluation scores proposals on project management approach (35 points), proposed project team qualifications (30 points), prior project experience (25 points), and overall proposal quality (10 points). Shortlisted firms, to be notified by August 28, 2026, advance to Phase 2 (September 8–10) for supplemental proposals, interviews, cost proposals (25 points), and interview assessment (20 points). Contract award is anticipated by September 28, 2026. An optional pre-proposal conference is scheduled for August 5 at 2:30 PM at the Aurora Municipal Center. Written questions are due August 6 at 3:00 PM. Proposals must be submitted electronically through BidNet (Rocky Mountain E-Purchasing System).
