The RFP utilizes a two-phase evaluation process with Phase 1 scoring based on project management approach (35 points), proposed project team qualifications (30 points), prior project experience (25 points), and overall proposal quality (10 points). Phase 2 evaluation for shortlisted firms adds a cost proposal component (25 points) and interview assessment (20 points). The City requires compliance with Colorado's mandatory 80% Colorado labor requirement for public works construction and participation in the City's Small Business Enterprise (SBE) Program, which mandates that large businesses awarded contracts over $250,000 make a good faith effort to award at least 10% of subcontracting dollars to qualified SBEs. Out-of-state corporations must obtain authorization to conduct business in Colorado. The project is tax-exempt; however, subsequent permits and deferred submittals related to right-of-way and fire protection are the contractor's responsibility. Contractors must obtain an Aurora Business License and Colorado Contractors License prior to contract award and provide appropriate background checks on all employees accessing the municipal center site.

1. PROJECT SUMMARY AND KEY ELEMENTS
The City of Aurora is requesting proposals from firms to provide Construction Manager/General Contractor (CMGC) preconstruction and construction services, herein referred to as the Contractor, who will partner with the design team on this project. As part of the team, during the predesign phase of the project the selected contractor will provide input on schedule, work phasing, constructability, cost estimates, value engineering, and other support as may be described herein.
A Guaranteed Maximum Price (GMP) and an updated project schedule will be established by the Architect/Engineer and the Contractor in conjunction with the City of Aurora. The Contractor will evaluate, among other things, availability of materials and labor, project schedule, project costs as they relate to the established budget, constructability, and will work closely with the Architect/Engineer and the City of Aurora throughout the planning, design and construction phases of the project.
1.1 Project Information Summary
The Paul Tauer Aurora City Council Chamber Accessibility Improvements Project will renovate the City Council Chamber, an auditorium of approximately 6,000 square feet, on the first floor of the Aurora Municipal Center at 15151 E Alameda Parkway Aurora, Colorado 80012. The Aurora Municipal Center was built in 2003 and is roughly 286,000 square feet. The five-story building houses approximately 1100 employees representing most city departments: Mayor and City Council; City Attorney; City Clerk; Civil Service Commission; Communications and Marketing; Development Services; Finance; Fire Rescue; Housing and Community Services; Human Resources;
Information Technology; Intergovernmental Relations; Parks, Recreation and Open Space; Planning and Business Development; Police; and Public Works.
A 2026 ADA Facility Assessment identified several items of non-compliance in the Paul Tauer Aurora City Council Chamber that require significant renovations, including that the current lift to the chamber floor does not conform to ADA standards.
A schematic design for the Paul Tauer Aurora City Council Chamber Accessibility Improvements Project has been completed and recommends two new ramps be constructed from the chamber’s main entrance, one allowing access to the Council floor and one allowing access to the Council dais. This includes raising the chamber floor approximately 6 inches to allow a gentler slope on the ramps as well as floor-level wheelchair seating. The design also proposes an add-alternate to the scope that will rebuild the dais by bringing it forward into the chamber well to increase the circulation on the dais from the new ramp and to provide accessible seating. Smaller improvements are also included in the scope to address the facility assessment including replacement of all seating, door operators, relocation of fire alarms and outlets, etc. Exhibit A includes schematic plans. Exhibit B contains the assessment report.
The project cost estimate is $1.03 million-$1.56 million and will be appropriated during the 2027 budget process this Fall.
Construction is anticipated to begin January 2027. The building will remain occupied for the duration of construction;
however, the chamber will not be required to remain open. Work that is particularly disruptive in terms of noise, odors, and/or utility shutdown may need to be performed outside of normal business hours. Close coordination will be required with building users, particularly those close to and adject to the work area. Due to the need to close the chamber during construction, an optimized and expedited schedule, that works within the budget, is important to the City.
Contractor hereby represents and warrants that contractor will perform a background check on all employees that will perform services at the city site. In the event that the background check raises any concerns, contractor shall contact the City immediately before permitting any employees or subcontractor to access the city site.
To work in the City as a contractor, contractors must have appropriate license to build, construct, alter, repair, add to, demolish or move any building or structure. Electricians require a current state of Colorado master's and contractor's license be on file with the Building Division. The City does not issue a separate plumbing or electrical contractor license.
2. PROJECT SPECIFIC INFORMATION
2.1 CMGC Introduction
The intent of the CMGC process is to form a partnership with the Owner (CITY OF AURORA), Designer (GSG Architecture, Inc), and the Contractor. The goals of this partnership are to mitigate risk, improve the construction schedule, streamline the project, and produce a project that adheres to the established budget and schedule. The Owner anticipates the involvement of the Contractor in an effort to improve constructability and meet budget and schedule related goals. One of the key benefits to the CM/GC delivery method is the ability to get ongoing and updated pricing throughout the design process. An important role of the Contractor is to provide constructability and value engineering feedback to reduce risk during the construction phase.
The Contractor will be relied upon for the following expertise during the Design/Preconstruction phase:
• The skills and knowledge to refine the quantities of materials, labor and equipment needed for construction.
• The skills and knowledge to determine the tasks needed to complete the Project and estimate the costs, duration, and sequence of tasks.
• An understanding of the availability, cost and capacities of materials, labor, and equipment.
• The skills and knowledge to identify potential risks (including financial risks) and methods to mitigate them prior to the start of construction.
• Identification and engagement with qualified subcontractors who will competitively bid the performance of work tasks.
• Ability to provide additional information on constructability, costing, and phasing.
After contract award, during the preconstruction phase the Contractor will work with the Designer and Owner to successfully accomplish the tasks summarized in the following paragraph.
The Contractor will be obligated to construct the Project within the GMP, and propose solutions that will help achieve the goal of staying within the Owner’s approved budget. If the Project cannot be delivered within the allocated budget, the Owner retains the right to cancel the project, reduce the scope, or deliver the Project by other means.
Construction will not begin until the construction documents for each work package are substantially complete.
2.2 Project Scope
This project provides for accessibility improvements to the Paul Tauer Council Chamber using a two-phase process as described herein.
2.3 Design/Preconstruction Phase Services (Phase 1)
Fundamentally, the purpose of the initial Design/Preconstruction project phase is development of a logical, efficient, and cost-effective plan for Contractor’s construction implementation of the renovation project. This will be accomplished by creating a Project Team, comprised of members drawn from Contractor’s, Owner’s, and Designer’s staffs, who will jointly address the various preconstruction tasks listed below.
2.4 Phase 1 Work Tasks
The Contractor shall provide services related to the following Phase 1 tasks:
• Constructability and value engineering analyses of the individual work tasks.
• Identify all tasks which are expected to require City building department review and permitting.
• Categorize each work task as to which entities will be performing the construction work (i.e.
Contractor self-perform (in competition), performance by subcontractor(s), performance by equipment or material provider(s), or a combination of these entities).
• Prepare a plan for including SBE’s in the competitive bidding process.
• As applicable and with the other Project Team members, identify and finalize a minimum of (3) three mutually acceptable subcontractors to competitively bid all significant tasks.
• Create, review and evaluate schedule and approaches for optimizing competitive procurement of major items of equipment and materials.
• Scheduling and construction phasing evaluations by work task. The Owner anticipates that the Contractor will work jointly with the Designer to assure that the design documentation is completed in a manner that allows the Contractor’s Work to progress logically and continuously in the field.
• The Contractor’s construction schedule must identify all tasks required for a well-coordinated and timely completion of the Project, including Owner items, final inspections, punch-list, corrective work, final acceptance, etc. The schedule must identify critical activities for the Project and each activity will be clearly identified in the schedule with the responsible lead individual for each task. Particular attention will be given to long lead items that may be procured with early release packages to minimize the disruption to the overall construction schedule; such items may include mechanical and electrical equipment and the pre-engineered metal building system
• Once the Contractor is selected from the RFP process, the selected contractor will be required to complete an Initial Cost Estimate (ICE) based on a specific design, as determined by the Owner.
Prior to further evolution of the design by the Designer, the selected Contractor shall work closely with the Designer and the Owner to ensure that the current design scope/intent and the…
