About this opportunity
The County of Orange Health Care Agency is requesting competitive bids for a cloud-based medical transport logistics scheduling software application under IFB 042-3111506-VC, with proposals due August 14, 2026 at 4:00 p.m. A 5% preference deduction (maximum $100,000) applies to County of Orange Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) certified bidders.
The software must support transport request intake, clinical triage, resource management with real-time unit availability and scheduling views, operations status notifications, mobile access, and reporting and compliance dashboards. The system must be cloud-hosted with HIPAA-compliant security, high availability and redundancy, and API integration capability for existing County systems. Deliverables include system configuration, user training for administrators and dispatchers, technical documentation, testing, implementation support, and ongoing maintenance. Vendors with SOC 2 Type 2, HITRUST CSF, or FedRAMP certification may submit those credentials in lieu of completing the IT Cyber Security Questionnaire; all other vendors must complete the questionnaire addressing ISO 27799 and ISO/IEC 27002 standards, encryption protocols, multi-factor authentication, role-based access controls, audit logging, patch management, remote access security, and ePHI handling.
Pricing is structured as one-time implementation costs, total annual subscription and licensing fees for Years 1–3 (inclusive of hosting, maintenance, security, training, and support), and a fixed per-completed-transport request fee (estimated at 10,000 annual transports). Bid prices must remain firm for the entire contract term with no profit increases allowed; all price decreases automatically extend to the County. The contract runs for 365 days from closing with optional renewal periods of two years each, subject to mutual agreement and Board of Supervisors approval, commencing September 15, 2026.
The contractor must maintain commercial general liability of $1 million per occurrence and $2 million aggregate, network security and privacy liability of $1 million, and statutory workers' compensation. All County data must be stored within the United States with no trans-border data flows. Questions are due August 7, 2026 at 4:00 p.m. Award will be based on the lowest responsive, responsible bid.
