About this opportunity

The Colorado Department of Public Health and Environment's Water Quality Control Division is requesting proposals for a Clean Watershed Needs Survey under RFP 202700030, with proposals due September 28, 2026 at 2:00 p.m. Mountain Daylight Time and written inquiries due September 9, 2026. The mandatory qualification filter is a minimum of ten years of prior experience with planning or design of municipal wastewater projects, with at least one assigned personnel holding a Professional Engineer license registered and active in Colorado with a minimum of three years' experience in municipal wastewater project planning or design.

The scope encompasses surveying capital improvement needs of wastewater, stormwater, and non-point source facilities throughout Colorado; reviewing EPA CWNS manuals and training materials; conducting outreach and data collection; entering project data into the EPA CWNS data entry portal; and responding to EPA information requests and audits. Deliverables include an executive summary, experience and qualifications documentation with resumes and evidence of professional engineering licensure, completed cost proposal using the provided budget template, and three references. Prior to contract execution, the awardee must provide proof of good standing with the Colorado Secretary of State and an insurance certificate documenting appropriate coverage, including general liability insurance with a $1,000,000 minimum.

The total project budget is approximately $350,000 for the five-year period, structured as a fixed-price contract. The initial term runs from November 1, 2026 through March 30, 2028, with the State reserving the right to renew for up to four additional one-year periods, not to exceed five years total. Preferred qualifications include a minimum of two years' experience on EPA clean watershed or drinking water needs survey projects and a minimum of three successful projects within the past five years for state government or the EPA. Answers to written inquiries will be published by September 14, 2026, and evaluation occurs the week of October 5, 2026. The State may conduct discussions, request clarifications, request best and final offers, or award multiple offerors if determined to be in the State's best interest.
