Exhibit C 2027 CWNS Statement of Work
This is a Statement of Work document for the Clean Watershed Needs Survey (CWNS) program in Colorado. The document outlines the scope of work for contractors engaged in supporting the survey's data collection and analysis activities. The CWNS is a comprehensive needs assessment program designed to evaluate water quality infrastructure and watershed conditions across the state. The work involves coordination with multiple agencies and jurisdictions to gather, compile, and analyze data related to clean watershed initiatives. The project requires detailed documentation of existing infrastructure conditions, identification of deficiencies, and assessment of needs for water quality improvements across municipal and state boundaries.
The Statement of Work specifies technical requirements, deliverables, and performance standards for contractors participating in the survey. Contractors are responsible for conducting field assessments, data management, quality assurance review, and report generation in compliance with established protocols and methodologies. The work encompasses interaction with local government entities, water districts, and state environmental agencies to ensure comprehensive coverage and accuracy of survey information. Specific deliverables include detailed assessments, mapping documentation, needs prioritization, and final reporting that support infrastructure planning and funding decisions for watershed improvement projects throughout Colorado.

Statement of Work
Purchase Order Number PO XXXX*XXXX
These provisions are to be read and interpreted in conjunction with the provisions of the purchase order specified above, as amended.
I. Entity Name:
II. Project Description
The Clean Watershed Needs Survey (CWNS) is a congressionally mandated requirement which serves to address both public health and environmental concerns by surveying the nationwide capital improvement needs related to state's wastewater, stormwater, and non-point source infrastructure needs. The
CWNS is required under Section 205(a) of the Clean Water Act and Section 516 of the Water Quality Act of 1987. States will conduct an inventory of all, state-wide, existing infrastructure utilizing technical documentation to assess the condition of facilities and to calculate the anticipated capital costs for improvements to existing and/or construction of new facilities. This information is entered by each state into EPA's Data Entry Portal where it will be further compiled into a report to congress. The report outlines the cost for each state, and more broadly the national cost, to meet the water quality and water-quality-related public health goals of the CWA and provides congressional members with the information needed to make budgeting and funding decisions. The eventual funding received at the state level serves to benefit both human and environmental health. The survey is conducted every four years and is a very time consuming, intensive effort that exceeds the current staffing capacity of the state and therefore additional, qualified personnel or contractor(s) must be deployed to successfully conduct the survey.
