About this opportunity
The Michigan Department of Transportation is soliciting proposals for janitorial, grounds maintenance, and snow removal services at the Clarkston Rest Area, a facility on southbound I-75 in Oakland County, under RFP No. 260000002414 with proposals due August 18, 2026. A mandatory pre-proposal meeting via Microsoft Teams is scheduled for August 11, 2026, at 10:00 a.m. EST, with attendance limited to two representatives per bidder. Preference consideration applies to qualified disabled veteran and service-disabled veteran-owned businesses under Michigan law.
The contract covers a three-year base term beginning October 31, 2026, and ending October 30, 2029, with two one-year renewal options at the State's discretion. The rest area serves approximately 1.07 million annual visitors and requires janitorial services across 3,900 square feet of tile flooring, five restrooms (two men's, two women's, one family) with 19 toilets and 10 urinals; grounds maintenance for 5.9 acres of mowed area and approximately 625 square feet of mulched landscaping; and snow and ice removal with an estimated 20 occurrences annually. Janitorial staffing must be provided during extended hours (5:30 a.m. to 8:00 or 10:00 p.m. depending on day and season), with two attendants of opposite genders required during Thanksgiving, Memorial Day, Independence Day, and Labor Day periods. Snow removal must be completed by 7:00 a.m. following any accumulation of 2 inches or more on any day, including weekends and holidays, with contractor response to emergency calls required within one hour. The contractor must furnish all cleaning supplies, equipment, and materials; grounds maintenance equipment including mowers with mulching capability and edging machines; and snow removal equipment including minimum four horsepower two-stage snowblowers. De-icing chemicals are limited to calcium chloride; salt is prohibited on sidewalks.
The contractor must provide itemized pricing on separate line items for basic janitorial services, monthly janitorial tasks, basic grounds maintenance, periodic grounds maintenance, snow and ice removal, and emergency services, with pricing firm for the entire contract term and no escalation provisions. Pricing is firm for the entire contract term. All employees must pass national background checks including Michigan State Police and NCIC fingerprints and pre-employment drug testing, with random and for-cause testing permitted throughout the contract period.
Evaluation criteria are pass/fail: completeness and acceptability of vendor question responses, completeness of the Statement of Work (Schedule A), and completion of the Location Specification Sheet pricing document (Schedule C). The award will be made to the responsive and responsible bidder receiving a pass on all criteria with the lowest price. Questions are due August 12, 2026, at 3:00 p.m. EST, with State answers posted by August 14. All proposals must be submitted electronically through www.michigan.gov/SIGMAVSS. The contractor must maintain Commercial General Liability ($1,000,000 each occurrence, $2,000,000 general aggregate), Automobile Liability ($1,000,000 per accident), Workers Compensation, and Employers Liability ($500,000 each accident) insurance.
