About this file

This is a Location Specification Sheet (Schedule C) for janitorial, grounds, and snow removal services at the Clarkston Rest Area, a Michigan Department of Transportation (MDOT) facility located in Oakland County on southbound I-75 at mile marker 94. The contract has a three-year base term beginning October 31, 2026, and ending October 30, 2029, with two one-year renewal options available. The rest area serves approximately 1.07 million annual visitors and requires comprehensive janitorial services covering 3,900 square feet of tile flooring, five restrooms (two men's, two women's, one family) with 19 toilets and 10 urinals, as well as grounds maintenance for 5.9 acres of mowed area and approximately 625 square feet of mulched landscaping. Janitorial staffing must be provided during extended hours (5:30 a.m. to 8:00 or 10:00 p.m. depending on day and season), with special holiday coverage requiring two attendants of opposite genders during Thanksgiving, Memorial Day, Independence Day, and Labor Day periods. Service specifications include daily restroom cleaning and periodic checks, weekly lobby and entrance maintenance, bi-weekly floor scrubbing and wall washing, seasonal grounds cleaning and snow removal with an estimated 20 occurrences annually, and monthly deep-cleaning tasks for restrooms, lobbies, sidewalks, and storage areas.

The contractor must provide all cleaning supplies, equipment, and replenishable items including toilet paper, hand soap, sanitary napkin disposal, trash liners, and air fresheners, with specific product specifications detailed for materials ranging from toilet bowl cleaners to de-icing chemicals (calcium chloride only; salt is prohibited on sidewalks). Grounds maintenance includes bi-weekly mowing and trimming, weekly edging, and periodic services such as annual mulching, flower bed preparation and planting, spring and fall cleanup, and turf aeration. The bidder must submit pricing on the provided Schedule C spreadsheets (tabs 2–5) with separate line items for basic janitorial services, monthly janitorial tasks, basic grounds maintenance, periodic grounds maintenance, snow and ice removal, and emergency/additional services. The contractor must also list all equipment for janitorial, grounds, and snow removal services that will be available at contract start, including specifications for items such as rotary floor machines, snow blowers, and related tools. Bidders must provide the hourly wage for attendants and indicate agreement to provide required equipment by marking "YES" or "NO" for each item on the approved materials and equipment list.
